This position is located in San Antonio Missions National Historical Park, in the Visitor Resource and Protection Division.

Credit will be given for all appropriate qualifying experience. SELECTIVE FACTORS: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. See the "Education" section for more information. Applicants must possess a FLERT issued Land Management Police Training (LMPT), full Level I Law Enforcement Commission or equivalent at time of application, which requires successful completion of an approved Law Enforcement Training Program. Candidates who do not meet the above selective factors by close of this announcement will receive no further consideration for this position. - AND- To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes law enforcement, investigative work, emergency medical services or other similar duties involving the protection, conservation, or management of park areas; management or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. Equivalency to the GS-11 level may be demonstrated by performing tasks such as analyzing law enforcement program activities to make improvements of operations; ensuring compliance of a law enforcement program with policy; making recommendations to higher level management regarding law enforcement program; and/or leading or supervising a law enforcement program; or similar work with a similar level of responsibility and analytical skills. You must provide hours worked per week and to/from dates (month/year) on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties of this position include: Enforces park regulations and laws, plans and manages complex program of emergency services, fire, camping, investigations, resource protection, and wilderness management. Provides full range of supervision for the Visitor and Resource Protection Division. Ensures fair employment practices and responsible for the job safety of employees. Directs the overall planning and fiscal control of a total annual budget of approximately one million dollars. This position serves as the Deputy Chief Ranger for the Division of Visitor and Resource Protection at San Antonio Missions National Historical Park and serves as the principal assistant and advisor to the Chief Ranger. The incumbent is responsible for organizing, planning, coordinating, and directing a diverse law enforcement program including highly complex operations in an urban high crime area. The primary purpose of this position is to perform and/or supervise employees in the investigation, apprehension, and transport of persons suspected and/or convicted of violation of the criminal Laws of the United States of America and the State of Texas. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Requirements: Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 21 years old.
