As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The Supv. General Eng. will be responsible for the management and direction of major acquisition programs or projects for a team/ sub-team within one of the ATS groups.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: Experience with system engineering, system development and operational implementation. Experience applying project or program management principles to formulate positions and to establish and oversee financial, business and planning activities for programs. The directorate manages systems that support aircraft separation services provided to pilots via controllers through automation and decision-making services for traffic flow managers and services that go directly to pilots to improve safety and efficiency. As a Supervisory General Engineer, directs the work of subordinate employees and/or managers for more than one organizational unit/ project/program within a major subdivision. Managerial duties typically affect employees and managers in more than one organizational unit/project/program and includes: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the AJM/ATO. Applies advanced knowledge of the technical aspect of the work directed related to Air Traffic Management systems including automation, surveillance, air/ground communications, weather, and enterprise systems to provide program oversight of system engineering, system development and operational implementation. Researches, develops, and identifies program dependencies and their associated risks, issues, and opportunities (RIOs). Applies knowledge of the National Airspace System (NAS) to facilitate alignment of program dependencies and their associated RIOS to provide direction on integration (synthesis) of capabilities into systems and as the NAS. The supervisor uses knowledge of NextGen programs and NAS Enterprise Architecture to analyze data and to identify and mitigate and support RIO implementations and integration. Applies project/program management principles to formulate positions and to establish and oversee financial, business, and planning activities for the NextGen TBO program. Develops a financial planning strategy, annual financial plans, and reimbursable agreements to ensure effective fiscal control. Utilizes the Acquisition Management System (AMS) principles in overseeing and facilitating changes to program costs, schedules, and scope. Facilitates program reviews to ensure program success. Monitors the performance of contracts and provides technical advice to the contracting officer. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Directs staff in conducting engineering analysis and studies to define and interpret NAS level requirements and to conduct integration planning using the FAA NAS Enterprise Architecture. Supports the Capital Program Integration (CPI) AJM goal of improving cross organizational project implementation and communication methodologies data and tools to measure performance against CPI goals. Monitors the automated dashboard and provides assistance with the planning and execution of the PMO Risk Management activities.
