THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR CARGO SPECIALIST, Position Description Number D1965000 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement.
APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AOC 1: NG Employees at the 193rd SOW AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard Military Grades: ENLISTED: E1 to E6 Supervisor for this position is MSgt Shelton Manpower #: 01057105 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done. SPECIALIZED EXPERIENCE: Experience inspecting a variety of airdrop equipment such as parachutes, multi loop lines, extraction transfer force couplings, latch assembly couplings, cable assembly couplings, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo quick release. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. As an AIR CARGO SPECIALIST, WG-5201-10, you will inspect a variety of airdrop equipment such as parachutes, multi loop lines, extraction transfer force couplings, latch assembly couplings, cable assembly couplings, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo quick release. Perform airdrop inspections after priorities are set, work sequences are determined, and pertinent policy matters have been reviewed. Rig and prepare unilateral airdrop training loads to include type V or other airdrop platforms for airdrops. Perform drop zone control operations as Drop Zone Controller/Safety Officer. Formulate, implement, and document programs to train Wing augmentation in support of Wing air transportation deployment functions to ensure effective and efficient operations of installation deployment processes. Provide sound advice and technical expertise on air transportation issues to the Installation Deployment Officer, all Squadron, Group, and Wing commanders. Ensure items offered for transport by air meet proper specifications to maximize safety and security of the aircraft, aircrew, cargo and passengers. Monitor and administrate data systems, within the technical and functional parameters and standards established by USTRANSCOM and in coordination with the Assistant Under Secretary of Defense for Transportation Policy, to integrate DOD transportation information worldwide and provide transportation and In-Transit Visibility (ITV) data for commanders at all levels. Analyze operational plans, policies, and procedures for air terminal activities and facilities essential to air passenger and cargo movement processes. Control all aircraft cargo space allocated to each mission and is responsible for obtaining maximum utilization on each mission. Inspect cargo received for airlift to verify eligibility and ensures proper documentation, packaging, and marking in accordance with applicable DOD directives. Establish and maintain the installation Space Available air travel program. Serve as the wing focal point for 463L pallet and net management. Perform other additional duties as assigned.
