The position is located in the Department of State (DOS), Bureau of European and Eurasian Affairs (EUR), Office of South Central Europe (SCE). The position is the Senior Kosovo Desk Officer and one of the leaders shaping and coordinating U.S. policy on Kosovo in EUR’s South Central Europe office

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing, developing, and implementing U.S. foreign policy, preferably on the Western Balkans or Europe. Experience providing subject matter expertise to senior/executive management in DOS or other USG agencies. Experience working/negotiating with USG agencies and other bodies, such as Congress, foreign governments, multilateral organizations. Minimum Qualifications: To be considered well qualified, in addition to meeting minimum qualifications candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
The incumbent leads the Kosovo team and is responsible for analyzing and reporting on issues directly related to Kosovo; advising on policy priorities; and ensuring implementation of U.S. policy.
Performs authoritative policy analysis, development, and coordination on U.S. policy issues regarding Kosovo.
Drafts policy memoranda and position papers for senior departmental officials to use in meetings which involve all levels of the United States Government (USG) interagency, the private sector, and representatives of other countries.
Coordinates taskings and provides definitive responses to departmental and interagency working groups, the Congress, the White House, and other stakeholders in the U.S. and overseas.
