This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Sierra Nevada Health Care System (VASNHCS), Reno, Nevada. As the Supervisory Prosthetic Representative, you will serve as the Assistant Chief, Prosthetics & Sensory Aides Service. The duties of the Supervisory Prosthetic Representative are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients.

BASIC REQUIREMENTS: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: Candidates must meet at least one of the requirements below: Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; ~OR~ Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; ~OR~ Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS 12 Prosthetic Representative Assistant Chief Experience: At lease one year of experience equivalent to the GS-11 grade level Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics or prosthetics. Knowledge of compliance and regulatory accrediting organizations. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget. Preferred Experience: Has experience and knowledge of the operational functions of Prosthetics Service. Is familiar with established best practices related to Prosthetics Consult Management. Has a good foundation in data management and experience with data management programs. Physical Requirements: Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. A Prosthetic Representative must have analytical ability, social awareness, tact and diplomacy, and good communication skills. He/she must possess knowledge of established management principles, concepts and methodology to identify, analyze and resolve managerial and administrative issues or problems of a procedural or factual nature. The Representative must be able to anticipate the need for action. He/she must also possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. Duties for the position may include but are not limited to: Adjusts work load and develops performance measures Implements new local and national guidelines Develop tools that allow monitoring of al quality assurance program Analyze, review and evaluate the results of various monitors and databases Confers with contractors and other health care workers Inform veterans and family on different appliances and services available Plan, develop and prepare budget estimates Coordinates specialty programs which include clothing allowance, Home 02, AAE, HISA Determine eligibility of Veterans for items and services Review medical and administrative files of veterans Interview veterans and inspect prosthetic equipment /appliances Authorize benefit payment and reimbursement Conduct home and vendor visits Inspect and recommend approval of contractor prosthetic shops Process and authorize service and payment of monthly Home 02 program Awareness of JCAHO standards of care Implement JCAHO standards of care Coordinate specialty clinics which include wheelchair, amputee, MMEC, PACT, etc. Schedule patients and provide necessary documentation Participate in team discussions Prepares minutes and/or correspondence to veterans, health care officials Serves as technical advisor and subject matter expert Insure clinic decisions are implemented Procuring materials, supplies and equipment for inventory Manages, maintains and controls inventory Issues inventory and refers the veteran to proper clinical area for evaluation Represents the department in public relations activities i.e. lectures, town halls, and in-services Ensures adherence to personnel management rules, regulations, and procedures Plans, schedules, reviews work including projecting and forecasting Responsible for effective utilization of all resources Assists in developing plans and estimating budgetary requirements Assists in execution and control of established spending plans Executes and controls established spending plans Ensures adherence to guidelines and procedures to assure safe work environment and use of safety equipment Keep abreast with current issues in the health care industry and technological advancements Develop functional statements, performance standards, and competencies Assists in the management of time and leave programs Ensures adherence to proper administration of the Veteran appeal process Implements new directives, programs and policies Provides employee training Responsible for the proper application of laws, rules and regulations Communicates and responds orally or in writing with management and/or stakeholders Assists in development of proposals, business plans and action plans Prepares and presents lectures to VA and/or non-VA functions Assists in the management of resources i.e. space, equipment, supplies, and personnel.
