About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)), in Falls Church, Virginia. Specialized Experience: One year of specialized experience which includes review the needs of training programs; assisting in the development of the annual budget; and conducting analysis to develop recommendations for exercise programs/activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Represent the Defense Health Agency at exercise planning events for the Chairman’s Exercise Program (CEP), National Exercise Program (NEP), Joint Exercise Program (JEP), and Director’s Internal Exercise Program (DIEP).
At a strategic level and often within constrained timelines, must apply knowledge of exercise design and evaluation techniques, principles, and policy while operating and problem solving independently and absent clear boundaries.
Develop annual mutually acceptable three-year Joint Training Plan (JTP) and associated annual budget which identifies DHA’s long-range exercise objectives and subsequently develops the Plan of Actions and Milestones.
Use judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the DHA.
Possess knowledge of military command structure, missions, programs, and organizational relationships.
Expertly apply quantitative and qualitative methods and techniques to develop and present recommendations to 3-Star Director regarding DHA exercise programs and activities.
Identify, collect, analyze, store, and disseminate the data required to support implementation of the Joint Training System and sustain a Joint Training Program.
Oversee and supervise subordinates assigned to the J-35 Exercises Branch.
