Job Description:
You will serve as an ENGINEER/SCIENTIST in the Program Management Division (GXL), Global Deterrence Defense Department (GX) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist, providing programmatic and technical leadership for warfare projects, programs, and initiatives (e.g., contract and budget execution, lifecycle management, acquisition engineering) to ensure compliance with project cost, quality, or timeliness constraints. You will serve as Office Secretary Defense (OSD) Innovation, Capability and Modernization (ICAM) System Engineering Field Activity (SEFA) Deputy Program Manager (DPM) for Microelectronics (ME) Components and Packaging (C and P).
You will develop investment strategies in support of Executive Order 14017 for the defense industrial base microelectronics sector.
You will develop Presidential Objective Memorandum/Budget Formulation planning and documentation in coordination with other OSD Offices, DoD Agencies and Military Services through the Future Years Defense Program (FYDP) for the ME Sector.
You will provide the ICAM SEFA Financial Team budgetary planning data to support the execution of funding disbursements to supporting OSD, DoD Agencies and Military Services, National Laboratories and Academia.
You will leverage DoD Research Labs and Department of Energy (DoE) Research Labs (Oak Ridge National Lab, Sandia National Lab) Subject Matter Experts to execute Industrial Base Analysis and Sustainment (IBAS) Program ME Sector investments.
You will onshore critical technologies in accordance with the National Defense Industrial Strategy.
