Job Description:
This position is located within the Police Service of the VA Medical Center in GREATER LOS ANGELES. The mission of the Police Service is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. GS-11 MINIMUM QUALIFICATIONS: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) level in the Federal service or equivalent experience in the private or public sector performing duties of a Physical Security Specialist including: coordinating physical security programs across multiple centers and sites of care; serving as a physical security consultant to leaders and management; monitoring and evaluating existing and planned security projects to ensure they conform to statutory, contractual, and technical requirements; providing input and collaborating with contracting officers to ensure VA and contractor compliance with Federal/VA security protocols during construction phases; and developing and implementing physical security measures and procedures to improve security processes. ~OR~ Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation. ~OR~ Successfully completed equivalent combinations of successfully completed graduate level education and specialized experience which may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements and Work Environment: The work is primarily sedentary and is accomplished in an office environment. Some walking and standing may occur in the course of a normal workday. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization. Serves as a physical security consultant to leadership and Police Services staff; Coordinates physical security programs nationally by coordinating efforts or functions that impact multiple medical centers and sites of care; Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft; Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented; Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements; Collects information and preparing reports on the facility's compliance with VA operations and regulations; Conducts system audits and evaluates reports of alleged security violations; Establishes, develops, and maintains effective working relationships with other staff offices; Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedure, and resolve problems that arise; Participates on special projects and initiatives, and performing special ad hoc assignments; Attends security meetings to gather and share new/changed security program information with security personnel; Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages; Ensures physical security surveys are followed up promptly; Performs related duties as required. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service.
