Job Description:

This position serves as an Optometrist for multiple locations within Indian Health Service. The incumbent provides clinical services in the provision of eye care services to a broad range of patients ranging in age, development, and vision problems. This position reports to the Supervisory Optometrist of the assigned location. This announcement covers multiple locations in support of Indian Health Service operations.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure/certification/registration with 9 month(s) of applying, may be deemed tentatively qualified. BASIC REQUIREMENT(S): Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained. Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11: Applicants who meet the above basic requirements qualify for GS-11 grade level. GS-12: Applicant(s) must meet one of the following minimum requirements to meet the GS-12 level: Your resume must demonstrate at least one (1) year of professional optometrist experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: interviewing patients; analysis of visual functions; use of objective and subjective methods for detection of apparent ocular and systemic diseases of the eye; using advanced instrumentation procedures and techniques in the detection and correction of unusual visual deficiencies; and performing refractions, OR One (1) year completion of a residency program in an institution accredited for such training, OR Currently enrolled in a one (1) year accredited residency program and expect to complete the qualifying residency Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Provides direct and primary, preventive and therapeutic medical and optometric care. Diagnoses optometric and ocular problems of the eye and surrounding tissues. Provides vision and eye care education and counseling to patients. Responsible for recording all patient care examinations, assessments, procedures and care plans. Develops and provides community wide 'health fair' screening programs. Preceptor for formal optometry intern program and/or residency program with colleges of optometry.
