Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, Mission Support Division, Human Capital Branch located in Washington DC. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a liaison to resolve workforce management issues or complex problems. Analyzing multiple sources of data to develop decision briefings and presentations. Processing recruitment and personnel actions for filling vacancies in collaboration with internal hiring managers and external recruitment resources. Applying technical skills to access human resources databases in order to review and understand personnel records, apply analysis to personnel history and movement. Writing facts and ideas in a clear, convincing, and organized manner, including making clear and convincing oral presentations to various audiences. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Building internal partnerships with managers and supervisors to assess, monitor, and provide hiring plan recommendations based on analyses of workforce requirements and changing mission and programs. Monitoring encumbered and vacant position data for accuracy and maintaining the accuracy of position descriptions as programs and positions evolve in size and complexity Developing and evaluating performance measures, mission support and workforce management programs to respond to taskers, Assessing program effectiveness, and interpreting multiple sources of data to develop briefings and presentations Providing advice and consultation to hiring managers on recruiting and staffing options, hiring flexibilities, and supportive hiring recommendations. In this position, you will serve as a Management and Program Analyst and program advisor on various functions and activities requiring the application of qualitative and quantitative methods for assessment of international mission support programs, functions, and activities. These may include workforce and position management, performance measurement, working with workforce management systems, financial reporting systems, time and attendance, telework and remote work, awards, employee development and training, and other programs impacting CBP and INA and/or significant segments. This position starts at a salary of $101,401.00 (GS-12, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $156,755 (GS-13 Step 10). Typical duties include: Supporting INA managers in developing, implementing, and evaluating the effectiveness of human capital efforts to contribute to optimum organization of staffing activities and organizational structure in alignment with applicable regulations and agency policy. Building internal partnerships with INA managers and supervisors, advising leadership on the status of hiring plans and recruitment efforts, employment levels, and hiring trends, taking necessary actions to avoid disruptive employment levels, and analyzing staffing levels and attrition rates to provide resource allocation advice to senior management. Managing human capital administrative functions including those specific to the international footprint, such as the Domestic Employees Teleworking Overseas (DETO) Serving as program advisor on workforce and position management activities such as the National Security Decision Directives program, requiring the application of qualitative and quantitative methods to meet the varied and changing requirements of INA and other programs offices with an international footprint. Interpreting and clarifying regulatory requirements and developing appropriate action plans for position management activities.
