Three years' experience is required and can be a combination in installations, service, troubleshooting, repair and performing maintenance on ESE and CCTV systems or security/asset protection responsibilities. Ability to protect property from theft, trespass, damage and destruction, and to patrol assigned areas by foot or vehicle. Knowledge of investigative legal principles to include: observation and description, search and seizures and rules of evidence. Ability to operate a PC and utilize Microsoft applications such as MS Excel, MS Outlook, and MS Word to prepare reports, training presentations, databases, etc. Ability to effectively communicate, both orally and in writing at all levels. Must demonstrate knowledge and skills of ethernet cables, CCTV troubleshooting and basic networking concepts. Must possess and maintain a valid driver's license. May be required to perform duties outside of normal working hours in cases of active surveillance, robbery, natural disasters, and emergencies involving MCCS property. Must be willing to travel. Must demonstrate alertness, integrity and be able to obtain and maintain a Secret Clearance (Tier 3). Must be able to gain a complete understanding of MCCS policies, orders, and regulations. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45pounds with assistance. GUN CONTROL ACT DUTY STATEMENT FOR COVERED POSITIONS This is a "covered position" for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Due to contact with firearms, or ammunition in accomplishing work, DD Form 2760 certifying whether or not a ¿qualifying conviction¿ for a misdemeanor or felony crime of domestic violence has occurred MUST be completed. The continuing obligation to notify the immediate supervisor of any qualifying conviction through completion of DD Form 2760 is REQUIRED. Will be required to successfully complete and obtain/maintain a favorable background investigation at the ANACI level.
The incumbent will serve as the technical advisor to the Asset Protection Manager and Assistant Manager in all matters pertaining to electronic surveillance equipment (ESE) and closed-circuit television (CCTV) as well as covert camera and audio operations. Configure client workstations. Maintains a parts inventory. Instructs internal customers on the proper use of the ESE and CCTV in accordance with United States Marine Corps (USMC) and Marine Corps Community Services (MCCS) policy and guidelines. Maintains databases of security files, orders surveillance systems parts and supplies. Must be able to perform the duties independently and with minimal supervision and guidance. Will maintain strict confidentiality regarding all work. Assist in the planning and installation of surveillance equipment to include the use of covert operations, requiring the use of CCTV, audio, hardwired and wireless. Maintain and perform preventive maintenance on various electronic asset control systems, and surveillance equipment to keep them in good operating order. Responsible for maintaining log of maintenance requests and performing or coordinating all repairs as soon as operationally and physically possible. Train and evaluate personnel on the use of various electronic surveillance equipment. Makes recommendations for upgrades, maintenance, and improvements to electronic surveillance equipment that affects MCCS accountability, safety and service. Maintain knowledge of current security information on equipment, methods, trends, policies, and procedures. May be asked to conduct preliminary checks of potential hazards or security violations and prepare reports of security incidents or conditions. Establishes and maintains liaison with base and civilian security personnel and law enforcement to exchange mutually beneficial information in an effort to improve security controls and systems. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.
