Bachelor’s Degree in Accounting or Financial Management is required and four years of experience that demonstrates a broad knowledge of and ability to apply principles, methods, and techniques of financial management, with an in-depth background in budgeting, accounting, and financial management reporting. MBA, CPA or CMA is highly preferred. Mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage a Marine Corps installation finances and to provide financial management staff direction and guidance for a comprehensive financial management program a for diverse workforce. Thorough knowledge of management practices and ability to analyze trends and developments and to make improvements in operating programs through innovative general business practices. Possess experience dealing with individuals on various levels, including high ranking military members, local and national headquarters staffers, civic leaders, etc. Must have the ability to communicate well, both orally and in writing to effectively present the financial condition of MCCS South Carolina and represent management decisions made to top management and higher command managers. Knowledge of Marine Corps staff procedures and organization is a plus. Annual financial declaration is required. This is a white-collar position where occasional lifting up to 20 lbs may be required.
Serves as the Director of Finance and Accounting providing executive level operational control of the management of MCCS financial resources (appropriated and non-appropriated fund) with substantial advisory support in decision making processes on planned and on-going program activities. MCCS program activities at this level involving total sales, appropriated fund support; payroll and other income and expenses are in excess of $55,000,000 annually. Policy guidance is provided by the MCCS Director and/or Deputy. Incumbent of this position is expected to exercise substantial freedom in planning, organizing, and directing the integrated financial management program, providing financial program analysis and evaluation reporting, interpreting financial results of operations, and for providing advisory services and assistance to operating managers on fiscal program issues. Participates with MCCS Director in developing annual budget, long range program planning and capital improvement strategies. Regularly participates in installation meetings (i.e., MCCS Advisory Boards, command staff meetings) and briefs senior level officials on the fiscal status of operations and financial impact on program changes. Provides direction to the fiscal office staff in administering the MIS integrated financial system consisting of budgeting, official NAF accounting, payroll, financial management reporting, and security of MCCS funds. Exercises second level supervision over fiscal personnel, with responsibility for organizational structuring, establishing performance objectives, and overall staff supervision through subordinate supervisors. Provides direction of MIS ( computer operations), Property Control and/or other administrative services. Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees management of new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the MCCS Director. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.
