As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position serves as the Compliance Oversight Officer for the Operations Support Branch in the Air Traffic Safety Operations Oversight Division.

Oversees a team of technical professionals who are responsible for providing policy related inputs and operational support to the Air Traffic Safety Operations Oversight Division. Directs a professional staff in evaluating the impact of proposed changes in air traffic procedures, equipment, and technologies within the National Airspace System (NAS). The Compliance Oversight Officer directs the work of the AOV credentialing program and Control Tower Operator (CTO) Certificate program. Performs operational analyses of safety performance, determining compliance with air traffic operations, procedures, and regulations. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the AOV and AVS. Develops and recommends new policy for the FAA credentialing program, and FAA Control Tower CTO program, through FAA Order 8000.90C, that is consistent with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS) in Annex 1, Personnel Licensing. Executes Department of Defense policy and guidance through FAA Order 7220.1D and service-specific Memorandum of Understandings to meet service-specific requirements. Collaborates with FAA employees, contractors, and other stakeholders in maintaining the integrity and viability of the credentialing program and related data/information. Applies an advanced knowledge of the technical aspects of the work directed to oversee the Designated Control Tower Operator Examiner (DCTO-E) delegation program. Creates policy, develops training, and implements Designee Management System requirements, permitting FAA Contract Tower Managers to perform CTO Examiner duties. Supports AOV on Aviation Safety’s Designee Steering Group. Conducts Selecting Official and Appointing Official duties in accordance with FAA Order 8000.95C. and VS 1100.2B. Provides AOV support of the Air Traffic Organization’s (ATO) Voluntary Safety Reporting Program (VSRP); liaises with other Lines of Business and applicable bargaining units to provide clarification on policy for Event Review Committee (ERC) members. Develops and delivers VSRP training for newly assigned ERC members. Plans, leads, conducts, or participates in surveillance activities to measure and determine compliance with established FAA orders, rules, procedures, ICAO SARPS, Electronic Filing of Differences, and policies while promoting continued operational safety. Works collaboratively with key ATO personnel from Safety and Technical Training, Air Traffic Services, and Technical Operations Service Units as well as the NextGen Office and the Airports line of business, among others. Directs and supports activities designed to determine compliance with air traffic operations, regulations, and requirements. Provides advice on safety oversight and compliance issues as related to risk assessments, technical reviews, and safety assurance documentation. Communicates the organization's mission, vision, values, and objectives, setting priorities for the Operations Support employees as well as assigning tasks and responsibilities. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
