Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Mission Support Directorate, Acquisitions Division, located in Washington, D.C.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a key advisor to management on the planning, implementation, and evaluation of an acquisition program Advising management on acquisition laws, policies, regulations, and processes Reviewing work products of subordinate organizations and accept, reject, or amend work Establishing internal controls to prevent fraud, waste, and misuse of resources in accordance with the Federal Managers Integrity Act Evaluating the value and applicability of new or improved technology, strategies, trends, or applications NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/09/2025. In this Program Manager position you will become a key team member of Homeland Security professionals by overseeing the planning, organizing and operation of an acquisition program. This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10). Typical duties include: Managing the triple constraints of cost, schedule, and performance; long range planning for acquisition programs; acquisition program budget and financial management; program execution; and monitoring contractor performance Integrating various federal agency requirements to execute program requirements so expectations are coordinated with all agencies and organizations including various functional elements within CBP, establishing responsibilities and setting expectations Ensuring that accurate, appropriately concise and timely information is available; designing and administering plans and controls for submission of data; reviewing all submissions for substance, conformance with instructions, completeness and authorizations; and, is responsible for maintaining and controlling all documents and their amendments Serving as Program Manager and the Integrated Product Teams lead responsible for the overall management, control, coordination, and execution of assigned acquisition projects
