You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing these duties: providing advice to management, employees and union officials on a full range of pay, premium pay, leave administration and time and attendance; researching and investigating facts involving payroll support problems or other projects; independently conducting studies to develop new or modified work methods, records and files, procedures for payroll support services, guidelines, and procedures; determining systemic payroll problems that should be addressed by system owners and raising them to management as appropriate; and serving as the expert involving the most highly sensitive and complex pay issues or projects such as retroactive pay due to settlements, lawsuits, or corrective personnel actions. The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time. As a Supervisory Human Resources Specialist (Compensation), you will perform the following duties: Knowledge of advanced human resources general pay, premium pay and leave administration concepts and practices including multiple pay systems and authorities (e.g., Title 5 and non-Title 5); Analyze proposed pay and leave legislation and regulations for impact on agency pay policies and programs; Analyze broad, complex, sensitive, and controversial pay issues requiring extreme care in problem resolution; Develop broad policies and programs to implement new pay and leave legislation, regulation, and court decisions; Provide expert management advisory services to employees, supervisors and managers at all levels with respect to time and attendance matters. Direct and oversees a comprehensive training program on a scheduled basis for all components serviced.
