Job Description:

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Position serves as a Supervisory Airplane Pilot within the Flight Operations Group and supervises flight crews in multi-mission flight operations.
Certificates and Ratings: For all grade levels and specializations, candidates must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the intent of the requirement. If an agency decides, for example, not to accept the military rating, the rationale for the decision should be based upon the requirements of the position and should be thoroughly described in agency operating material. For flight instructor positions, the FAA Flight Instructor Certificate or the military equivalent rating is also required. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. In addition, all applicants must possess either a valid first or second-class medical certificate. Selected candidates must obtain a first class medical certificate prior to appointment. FLIGHT EXPERIENCE: TOTAL FLIGHT TIME - 1500 Hours; Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For in-service placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position. PILOT-IN-COMMAND TIME - 250 Hours; Only flight hours acquired as pilot-in-command are creditable. NIGHT FLYING TIME - 75 Hours; For in-service placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work. FLYING TIME, LAST 12 MONTHS - 100 Hours; For in-service placement actions, up to one-half of the flight hours may be waived provided the applicants total background reflects the ability to perform the duties of the position safely. NOTE: Flight time in a FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3. MULTIENGINE AIRPLANE TIME - 500 Hours; Experience may have been in either light or heavy multi-engine airplanes. INSTRUMENT TIME - 75 Hours; At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument. FLIGHT CHECK - A pre-employment flight test may be required, except for previous FG-2181, who have flown under Flight Program Operations Air Operator Certificate within the last 24 months. AND Specialized experience includes the minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions. AND A selective placement factor (SPF) is a knowledge, skill or ability (KSA) or competency essential to perform the duties of a position. Candidates who do not possess the SPF are rated ineligible/ not qualified and will not receive further consideration for the position. SELECTIVE PLACEMENT FACTOR (SPF): To qualify at the FV-2181-K Band, applicants must possess: - An Airline Transport Pilot Certificate (ATP); - Valid First or Second Class Medical Certificate. Selected candidates must obtain a First Class Medical Certificate prior to appointment; - Must have one year of experience as a pilot in command of an aircraft operated under 14 CFR part 121 or part 135. Responsible for administrative and technical direction of the flight operations staff and management of facility matters at assigned office. Stays abreast of maintenance activities and ensures flight program goals are achieved through open communication with the Line Maintenance Supervisor. Work includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties affect employees in one organizational unit, and include: setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate. Contributes to budget planning process and projects short-term future needs. Plans and directs the flight operations aspects of the office activities and develops recommendations for the establishment of policy and procedures, which will improve the safety and efficiency of FAA Flight Program aircraft operations. Coordinates with appropriate Flight Management Group personnel on matters pertaining to accomplishment of mission workload. Make recommendations for the development of technical training programs for all flight operations personnel. Responsible for the creation and maintenance of an atmosphere that promotes positive human relations and open communications between employees and their supervisor. Responsible for assuring employees can effectively contribute to the accomplishment of the flight program mission, FAA goals, and objectives. Assures employees are given a real and continuing opportunity to influence their work environment and are able to provide input on the methods of work accomplishment. Ensures crew member activities are in accordance with applicable Title 14 Code of Federal Regulations (14 CFR) parts and agency policies, and ensures the technical competence of flight crewmembers. Ensures that assigned crewmembers carry required current documents, directives/manuals, airport aeronautical information, current navigation and instrument approach charts. Ensures crewmembers are in compliance with the requirements for medical, check rides, training and flight and rest requirements. Applies a comprehensive knowledge of technical aspects of the directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level mangers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Serves as the Flight Program Operations facility point of contact for interface with other Flight Program Operations and FAA offices; local, state, and federal agencies; private organizations; and aviation customers. Established guidelines, policies, and procedures typically govern work. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures. Individuals and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeless, policy compliance, and alignment with project/program objectives. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers. This position is a sensitive, noncritical level 2 position and requires A SECRET clearance since information concerning the location of some navigational aids is classified.
