The incumbent of this position will work a flextime work schedule.

The Materials Control and Analysis Division is responsible for the intake and initial processing of service requests and other requests arriving by mail, processing of fees, maintenance of deposit accounts. and out-processing of completed requests. In-Processing staff creates the service request tracking record in the eCO system, scanning registration materials, marking, tagging and forwarding deposits, placing scanned materials in temporary storage and forwarding unscanned materials for further processing. The Out-Processing Section delivers in-processed service requests to their appropriate destinations. The section is responsible for resolving issues regarding unidentified receipts, incomplete filings and materials arriving in damaged condition. It responds to inquiries regarding in-process requests and locates in-process materials as needed for inter-divisional purposes. The section also manages the printing and preparation for mailing of certificates and outgoing correspondence. The position is Section Head of the Out-Processing Section. The position is responsible for managing two units within the Out- Processing Section and provides advice, guidance, administrative and technical supervision to the section. The position reports to the Division Chief. and is also responsible for ensuring proper handling and security of Library and Copyright Office materials. The incumbent supervises a group of employees performing work at the GS-09 (GS-5, 7, 9 and GS-11 supervisors level. Provides administrative and technical supervision necessary for accomplishing the work of the section. Plans, directs. and coordinates short- and long-range activities of the section. Performs the administrative and management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance appraisal system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures staff are trained in accomplishing their tasks, answering questions and following up to ensure that the work is done accurately and in a timely manner. Reviews section procedures, recommending changes to the division chief, as appropriate, to improve efficiency and effectiveness of section operations. Provides information and advice to upper-level management on trends, problems, workload, and other conditions that affect the position's area of responsibility. The incumbent ensures that approved changes are put into effect after appropriate documentation and provides guidance to subordinate employees to implement the changes. Resolves technical work problems and otherwise exercises technical direction through the section supervisors. Provides guidance to the section supervisors in recommending the assignment of Congressional, Librarian, and General Counsel search requests. Follows-up with section supervisors to ensure requests are handled promptly. May handle sensitive matters such as investigations. These may include the loss of registration deposit copies such as cassettes, pornographic material, videotapes, etc. Keeps accurate records for all work received and processed within the assigned areas. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
