Job Description:

You will serve as a MANAGER in the Special Warfare & Expeditionary Systems Department (JX), Electro-Optic Technology Division (JXQ) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist, providing technical oversight and expertise to manage and support the development and improvement of systems technology (e.g. electro-optic systems) for the success of projects and program operations. You will serve as the Electro-Optics Technology Division Manager.
You will provide supervision to employees within the Airborne Electro-Optic (EO) Systems, Expeditionary EO Systems, Maritime EO Systems, EO Test and Evaluation/Maintenance, EO Science and Technology, and Execution Operations branches.
You will monitor and coordinate tasking/workload execution within the branches, sections, and projects of JXQ, work performed for other codes and will continuously explore new workload and customers for the Division and other departments.
You will effectively communicate up, down, and across the chain of command, and with outside organizations, sponsors, and business partners.
You will demonstrate great technical knowledge of all Navy, Special Operations, Army, Air Force, Marine Corps, Coast Guard and Foreign Military Sales (FMS) projects that reside in JXQ as well as the new programs and projects JXQ is pursuing.
You will oversee the development of all Division business processes and procedures and the correlation of those processes with ISO quality certification and continuous improvement initiatives.
You will be responsible for Division strategic alignment plan, hiring plan, personnel actions, conflict resolution, contracts, facilities planning, security compliance, quality, training and indirect budget planning.
