Job Description:
This position is with the Office of Information Technology, Division of Health Information Technology and Modernization (DHITMO). The purpose of this position it to identify and analyze system requirements, define system architectures and interfaces to ensure compatibility among systems and components in support of agency information technology investments. The incumbent reports to the Supervisory I/T Specialist or designee.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing, supporting and performing Electronic Data Interchange (EDI) data integration activities to exchange/sync transactional data between internal and external systems in a healthcare environment. Leading or collaborating within a team in enterprise-wide information technology projects and teams supporting systems and services. Providing oversight and analysis for an organization's highest priority information technology systems including planning and development, execution and evaluation of project performance using established qualitative and quantitative tools, techniques, and practices. Plan, design, develop, test, validate, and maintain interfaces between the electronic health record (EHR) and other systems to ensure seamless data exchange and interoperability. Develop specifications for maintenance protocols and refresh-cycle recommendations and requirements to avoid disaster and system compromise. Ensure recovery solutions are in place, functional, and tested routinely. Assist with issue resolutions related to infrastructure, networks, servers, end user devices, database management software, operating systems, and/or business application software systems. Provide technical and administrative analysis of agency information systems, identify problems and recommend solutions to improve efficiency, effectiveness, and security. Develop and conduct training programs for end users and other stakeholders on the use of information systems and technology. System Design and Architecture Exhibit the four levels of thinking, event, pattern, structure, and mental model, that contribute to the systems thinking approach necessary to realize how all the pieces in each system come together to be more than the sum of its parts. Contribute to the development of goals, priorities, and action plans for defining, integrating, and upgrading a comprehensive health information technology architecture that support multiple applications, platforms, and database types. Transform various inputs in actionable functional and non-functional requirements to ensure the system under development meets the needs of its users and stakeholders in an efficient, cost-effective manner that is compliant with any applicable regulation or standard. Utilize the Federal Acquisition Certification for Program/Project Managers (FAC P/PM) framework to plan, execute, and monitor assigned projects. This may involve activities such as: developing project schedules, budgets, performance metrics, security requirements, data management policy and procedures, conducting risk assessments and quality assurance reviews, engineering design and system reviews, technical implementation and change reviews, and trade-off analysis of health information technology products and solutions. These activities will include a broad spectrum of system elements such as: infrastructure, applications, configuration requirements, interfaces, performance controls, identity and access controls, security architecture, and regulatory environment. Assist in the development of Statements of Work (SOW) and written Task Orders. Maintain up-to-date knowledge of emerging technologies and trends in healthcare information systems and processes. Conduct research and prepare reports on issues related to agency information systems and technology and makes recommendations for improvements. Conduct studies and analysis of new and emerging technologies and provide recommendations to their application to agency information systems. Inform and communicate to management the status, progress, and results obtained throughout the lifecycle of assigned information technology projects. System Security and Compliance Ensure adherence to agency governance processes and federal government regulations and guidelines for technological systems and safeguarding of data. Develop and implement policies, procedures, and standards for the acquisition, development, and operation of agency information systems. Evaluate proposed rulemaking for health information technology and identify functional impact to existing agency operations. Collaborate with Indian Health Service and Office of Information Technology security experts to provide engineering designs and products necessary for implementation and enforcement of cybersecurity controls across the health information technology modernization effort. Team Leads and Collaboration Provide leadership that facilitates team building, cooperation and motivates team members to accomplish group goals. Influence others to translate vision into action and promulgates long-term health information technology modernization objectives acting as a catalyst for organizational change. Collaborate with stakeholders to develop and analyze functional and non-functional requirements to ensure acquisition and development efforts will meet mission objectives. Collaborate with agency staff, contractors, and vendors to ensure that information systems meet requirements for functionality, performance, and security. Collaborate with development and implementation project teams to ensure efforts are completed on-time, within budget, and to the required standards.
