About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Eglin AFB Aero Club. Position is Regular Part-time (RFT) guaranteed 35-40 hours per week and schedule tour of duty may include nights, weekends and holidays. Qualifying Experience: Experience with NAF instructions and procedures which show progressively responsible administrative, technical, clerical, budgeting, or other office work in one or more of the functions of an Aero Club. Must have experience supervising the work of others. Experience with FAA and VA rules, regulations, practices and procedures are required. Must be proficient with Microsoft Office (Excel/Word, Outlook) programs. Ability to train personnel for testing site or experience which shows potential to develop these qualities. Must be able to communicate effectively orally and in writing. Familiarization with general aviation operations is desirable. Ability to read, write, and speak English. Condition(s) of Employment: Successful completion and favorable adjudication of applicable background investigation (Tier 1 Level) is required.
The primary purpose of this position is to assist the Aero Club Manager and Chief Flight Instructor with administration of the FAA Part 141 Flight School. Duties and Responsibilities: Serves as the Operations Supervisor to plan, schedule and oversee clerical and administrative duties in support of the Aero Club operations. Provides guidance and assistance to customers with Aero Club information and flight training requirements. Actively participates in the Aero Club's substantive programs including the Veterans Administration (VA) and Federal Aviation Administration (FAA). May perform the duties of the Manager during his/her absence to include attendance at meetings, briefings, and coordinates with maintenance, aircraft dispatchers and instructors to ensure safe and efficient operations. Identifies trends and problems and presents with possible solutions. Initiates and prepares purchase orders, receives and verifies invoices for items received. Prepares timecards and contractor payments, updates aircraft status, flight time and fuel reports for all aircraft. Prepares bank deposits, daily activity report, subsidiary reports and membership packages and submits to NAF Accounting Office. Implements higher level directives, gathers, compiles, monitors, and maintains data to complete MAJCOM and AFSVC reports to ensure suspenses are met. Plans, develops, and directs the operation of retail sales activities to include displaying merchandise and pricing for a variety of aviation products. Administers the VA program by serving as liaison with VA officials on matters regarding student records specifically involving preparation and approval of monthly certifications, enrollment documentation, and maintenance of flight and ground school records. Administers the PSI-CATS Test Site Program for all FAA and COMIA testing activity, ensures compliance with all applicable PSI-CATS and FAA regulations. Effectively supervises employees working under his/her direction. Responsible for work force management to assign work based on priority and to evaluate work performance of subordinates. Conducts hiring and staff training. Oversees contractors to assure contract specifications are met and reports any discrepancy to the NAF Contracting Officer. Administers club membership accounts to include registration, dues collection and record maintenance. Assists manager with all audits and assessments. Assists the manager with facility and equipment management of Aero Club assets. Performs other related duties as assigned.
