Job Description:

The Supervisory Social Worker serves as a supervisor for Mental Health and Behavioral Sciences Service (MH&BSS). The individual oversees the Mental Health Intensive Case Management (MHICM) Program through overseeing program direction, supervising staff, and providing support to MHICM Veterans. Applicants should be driven to help Veterans and further goals of MH&BSS.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). Education: You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Licensure: You must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure Applicants with Florida LCSW, to qualify for APL Qualified Supervision Delegation, QSCSW must be on licensure. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. This position is being filled above the full performance level at GS-13. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in climate controlled clinical and administrative settings. The incumbent will be expected to successfully negotiate various functional requirements: lifting (15-44 pounds), carrying (15-44 pounds), walking (1-3 hours), reaching above their shoulder(s), the use of hands or fingers, sitting (4-6 hours), standing (1-2 hours), repeated bending, using stairs or elevators, functional vision, clear speech, hearing, and emotional stability. There may be occasional requirements to relocate boxed materials from one area to another, equipment and room set-up, and physical inspections of the facilities.
Duties and responsibilities include, but are not limited to: Designing, developing, and implementing clinical services and oversight of the environment of care to ensure safety and security and compliance with VACO Office of Mental Health and Suicide Prevention policy. Authority over, and is fully accountable for, all aspects of clinical care, administrative, fiscal and personnel management related to the provision of specialty services to Veterans. Developing short- and long-range goals and plans, developing and implementing policies and procedures to ensure goal attainment, managing administrative and programmatic resources, and monitoring outcomes using data driven quality assurance processes. Directly responsible for ongoing supervision of a diverse multidisciplinary health care professional staff. Planning work to be accomplished, setting priorities and establishing schedules or accomplishments of work assigned, basing work assignments on program priorities and appropriately matching the nature of work with staff capabilities. Identifying and utilizing objective criteria to assess personnel work quality and program adherence to local and national performance measures. Providing a full range of assessment services, and diagnoses developmental disorders, particularly for complex or unusually challenging Veterans, ensuring the most appropriate psychotherapeutic techniques are utilized in providing quality care. Evaluating the need for referral and additional consultation or mental health services based on Veteran need. Providing a full range of therapeutic interventions including individual therapy, group therapy, and psycho-educational groups, with an emphasis on evidence-based psychotherapies as clinically indicated. Consulting with professional staff within the Bay Pines VA Health Care System and to authorized community providers concerning clinical assessment findings and appropriate treatment plans for Veterans.
