Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance located in Washington, D.C. and Indianapolis, IN. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting assigned units with preparing budget justifications. Coordinating with agency Components on supplementary budget justifications. Entering budget formulation data into a variety of budget formulation systems; assisting with briefing materials for OMB and Congress. Coordinating responses to requests for information from agency Components, DHS, OMB, and Congress. You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing, analyzing, consolidating, and revising budget justifications submitted by agency Components. Analyzing, interpreting and applying complex legislative, policy and regulatory decisions to prepare budgetary data for entry into a variety of budget formulation systems. Independently developing briefing materials and responses to requests for information from agency Components, DHS, OMB, and Congress. The Budget Analyst performs budget formulation functions in support of major CBP (Customs and Border Protection) programs and must possess a mastery of the concepts, principles, practices, laws, and regulations of budget formulation for mission-related programs and services sufficient to analyze national-level programs and/or dynamic programs with a high degree of complexity. Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. This position starts at a salary of $88,621.00 (GS-12, Step 1) to $137,000.00 (GS-13, Step 10) with promotion potential to $137,000.00(GS-13 Step 10). Typical work responsibilities include: Analyzing national-level programs within CBP. Programs are exceptionally large and complex, and assignments include multi-million-dollar projects. Reviewing, editing, and consolidating the annual and multi-year budget estimates for assigned organizations and program offices in CBP into a single budget request for the annual Office of Management and Budget (OMB) Submission and the President's Budget Submission. Preparing and editing narrative justifications and projected funding needs and assuring the data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports. Assisting with formulation of any supplementary budget submissions for CBP that may be submitted to Congress and/or other Executive Branch Agencies. Coordinating development and review of briefing and hearing materials, Get Back responses, and responses to Questions for the Record associated with all budget submissions to Congress and/or other Executive Branch Agencies.
