The ACOS/E at the VA Central Iowa Health Care System has the responsibility of overseeing the clinical and administrative functions for all areas within the ACOS/E Service line - which includes ensuring quality and cost effective care is provided. The ACOS-E will possess the proven clinical and leadership skills to build upon the strengths of VACIHCS's current clinical services. The primary duties will be as Designated Education Officer. Incumbent will serve 50% ACOS duties and 50% clinical.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Also, this individual, by virtue of their role and position will be instrumental in developing policy and assisting with medical staff functions including, but not limited to, credentialing, peer review, privileging, quality improvement, review of care within the ED and Employee/Occupational health departments. The ACOS/E serves as the Designated Education Officer (DEO) for VACIHCS and has oversight and responsibility for all accredited training programs and trainees. The ACOS/E assists in the development, organization, implementation and support of high-quality patient care and medical education. Through persuasive and facilitative skills s/he influences the quality and effectiveness of medical programs through direct line leadership or collaborative relations with other service chiefs. DUTIES: - Responsible for the standards of medical care and the professional integration of services across service lines. - In addition to making clinical decisions, the ACOS-E is actively involved in the management of resources for the service line and facility, including budgetary and human resource allocation/utilization. - Promotes the development of health care professionals through counseling, mentoring, teaching, encouraging, and assessments. - Monitors and promotes compliance with VA regulations and professional standards and works to ensure that facility programs reflect the mission and priorities of the Veterans Health Administration (VHA) and Network (VISN 23). - The ACOS-E has an active role as a resource to the Executive Leadership team by providing advice and suggestions in defining and accomplishing the facility's mission and goals. - Develops and maintains working relationships with affiliated medical schools and programs associated with the Medical Center, recruits certified licensed professional staff and ensures that staff practitioners are credentialed and privileged in accordance with VA and The Joint Commission (T JC) requirements. - Creates an environment of continuous quality improvement; ensures quality of care effectiveness is evaluated in all programs of responsibility. - Leads clinical staff in providing quality Veteran centered health care that reflects VHA's core values; integrity, commitment, advocacy, respect, and excellence. - Is accountable to the Chief of Staff for the delivery of Veteran centered, high­ quality, and high-value healthcare. - Participates in meeting and preferably exceeding the performance measure goals set for his/her service line utilizing the most cost-efficient methodology. - Improves and continuously monitors access to care in assigned areas while predicting and absorbing demand. - Maintains and promotes high ethical and clinical standards grounded in evidence based decision-making processes. - Promotes constructive problem solving and resolution in an environment of competing priorities.
