Job Description:

This position is for a Recovery Deputy Division Director in the Regional Offices, Region One, Recovery Division, in Maynard, Massachusetts. The ideal candidate will have experience directing or managing a team including overseeing and evaluating performance for staff, implementing results-based work plans, managing multiple projects simultaneously, and knowledge of emergency management including overseeing disaster support recovery programs.
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Experience directing or managing staff activities within the recovery program; And Performing as a recovery spokesperson at meetings with external partners; And Identifying issues with program delivery or recovery operations and making recommendations for action to reach a resolution. What will I do in this position if hired? In this position, you will provide supervisory oversight for regional staff that performs work involved in managing and coordinating with other entities with recovery from intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. Typical assignments include: Providing technical and administrative supervision to a regional staff that engaged in assisting individuals and/or communities by providing disaster support and delivering disaster assistance resulting from intentional and/or unintentional crises and disasters. Serving as a senior-level advisor to the Regional Administrator (RA) and the Deputy Regional Administrator (DRA) on recovery issues. Interacting with the state emergency management directors and their senior staffs; provides updates on policy and procedure changes, feedback on operational issues, advises and counsels on declaration request preparation, and resolves conflicts that arise to the senior level. Managing components of program(s) and activities during crisis response, including recovery activation and operations. Coordinating with stakeholders to build and improve capabilities necessary for Stafford Act program administration and recovery operations. Assuring the internal readiness of staff required for Stafford Act program delivery and recovery operations. What else do I need to know? Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
