Job Description:
This position is located in the Acquisitions Section of the Facilities and Acquisitions Branch of the Fleet and Family Readiness Division. The mission of the Acquisitions Section is to interpret and implement procurement policy consisting of non-appropriated funds and execute contracting actions relevant to Commander, Navy Installations Command Fleet and Family Readiness programs and the Office of the Secretary of Defense Personnel Readiness programs.

A qualified candidate must possess the following: A 4-year course of study leading to a bachelor's degree in a relative field OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing. Four or more years of progressively responsible general and/or construction contracting related work experience. A qualified candidate also possesses the following: Knowledge of Federal and Agency contracting laws and policies, theories, principles, practices, and techniques of contracting operations, detailed procedures of APF and NAF contracting requirements, and familiarity with the practices of business and industry sufficient to develop policies and provide guidance to Headquarters (HQ), Regions, and field activities. Knowledge of the procurement regulations and laws governing the procurement of goods and services within a governmental environment. Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing departmental guides or procedures. Skill in managerial and coordinative activities sufficient to control a variety of contractual actions occurring concurrently, in an overlapping fashion and to control several simultaneous interrelated contracts with different contractors. Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from field activities and to represent CNIC on special task groups. Knowledge of contract administration and termination techniques sufficient to administer and close out contracts. Skill in negotiation techniques to conduct contract negotiations and to meet and deal with high level business, industry, and/or Government officials. Knowledge of price/cost analysis techniques, sufficient to evaluate contractor proposals. Knowledge of contract types, methods and techniques. Knowledge of, and experience with automated procurement systems.

Duties include but are not limited to: Serves as Senior Contract Specialist and Deputy to the Acquisitions Section Manager. Trains and arranges the appropriate Supply/Service NAF training for the team. Maintains and recommends procurement policies and procedures capable of satisfying the needs of activities under the cognizance of CNIC N9. Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Provides procurement guidance and Procurement Management Review (PMR) assistance to the procurement team along with the CNIC regional offices and OSD. Serves as a facilitator/trainer and, when required, a negotiator in coordinating the team's initiatives and in consensus building activities among the team. Seeks out procurement savings opportunities within the system, prepares plans to take advantage of those opportunities, and executes major and multi-installation procurement actions to achieve such savings. Obtains and analyzes procurement data from activities for worldwide and regional planning, consolidation and standardization of procurement actions. Acts as an expert in advising and guiding activities in the proper procurement procedures and the administration of NAF allocated for procurement. Reviews junior staff members work product and mentors the junior staff. Communicates CNIC's strategic plan, mission, vision and values to the team and ensures the team's strategies, goals, objectives, plans and support to the organization aligns appropriately with the organization. Serves as an N94 representative in collaborating with the Air Force NAF Procurement Office, Army Morale, Welfare and Recreation (MWR) Contracting Office, Marine Corp NAF Contracting Office and the Navy Exchange Service Command (NEXCOM) Contracting Office regarding common NAF interests. Advises and informs the acquisition team and other activities regarding procurement policy decisions and the rationale thereof. Maintains contact with DOD and other government agencies for the purpose of exchanging information and establishing mutual positions regarding common procurement efforts; being proactive and creative; making recommendations regarding procurements that will result in cost-savings and best value to CNIC and OSD activities. Serves as team representative and liaison with upper management in acquiring sufficient resources to accomplish the mission Informs and educates the team of available employee benefits and available services and work related activities. Provides leadership necessary to maintain an effective and productive workforce and ensures a continuous flow and exchange of information between employees. Specific senior contract specialist responsibilities include, but are not limited to: planning work to be accomplished; assisting with the assignment of work based on priorities; giving advice, counsel, or instruction to individuals on both work and administrative matters; interviewing candidates for positions in the Section; and identifying development and training needs. Monitors work progress and ensures the acquisition section manager's goals and deadlines are maintained; provides progress reports to the team and training and guidance in completing required deadlines and meeting assigned goals. Prepares and maintains a procurement action lead time (PALT) report and submits to the acquisition section manager. Assists the acquisition section manager with all contract negotiations relating to the functioning of the N94 Branches and Sections. Acts as contract advisor by providing advice and guidance regarding the administration of different types of contracts. Communicates award recommendations to the acquisition section manager for deserving team members. Represents the team in communicating with other branch managers and supervisors regarding procurement actions and requirements to ensure the command mission is supported in accordance with established and mandated NAF procurement rules and regulations. Trains and leads the team regarding all internal administration, budgeting, and policy guidance. Reviews contracting documents to ensure all files are complete and accurate throughout the procurement process through contract close-out. Reviews Requests for Proposals (RFPs) and Awards for accuracy prior to legal review. Performs special projects and other duties as directed.
