As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position is in the ATO, ES directorate, which plays an essential role in FAA’s mission to provide the safest, most efficient aerospace system in the world.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: Experience with navigation implementation projects and ensure that navigation systems are reliable, efficient, and meet the needs of the organization. The Supervisory General Engineer directs the work of subordinate employees and/or managers for more than one organizational unit/ project/program within a major subdivision. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the Program Management Organization (PMO) and Air Traffic Organization. Manages multiple service area portfolio's leads organized to support Eastern Service Area (ESA), Central Service Area (CSA), and Western Service Area (WSA). Directs a team of engineers and management analysts that provides the coordination and oversight for the effective transition of Navigation Programs (AJM-3200) in logistics, security, and configuration management acquisition efforts to fielded navigation capabilities. Applies advanced knowledge of the technical aspect of the engineering work directed. Works with the team to develop ways to improve navigation systems and processes and implements new technologies and methodologies to enhance performance and efficiency. Supports team in solving technical problems and improving engineering project outcomes. Directs the Navigation Implementation Team Facility and Equipment (F&E) project portfolio, the portfolio includes the Air Traffic Organization (ATO) Runway Safety Area (RSA) Public Law requirements, Congressional mandates, expedited responses to Hurricane damage NavAids and replacement/sustainment of our most critical navigation systems aged well beyond their planned life expectancy. The supervisor directs the team in establishing short and long-term project objectives, distribute tasks, set priorities and establishes schedules. Assesses project progress, tracks accomplishments, addresses issues, makes necessary adjustments, and provides guidance and reports on the status of the effort. Ensures engineering projects meet technical standards and requirements, including overseeing the design, development, and implementation of navigation systems and equipment. Applies systems engineering principles to develop and maintain effective navigation systems. This involves integrating various components and ensuring they work together seamlessly. Ensures that all navigation systems and activities comply with relevant regulations, standards, and safety protocols. Manages the continuous management and monitoring of engineering projects to ensure projects stay on track and meet deadlines. Provides timely responses to frequent inquiries, and addresses issues promptly to maintain project momentum and ensure timely completion (For example: Congressional interest and NSG 1 and 2 airports). Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/ project/program. Reviews and approves engineering plans and designs, ensuring technical accuracy and feasibility of project plans. Manages budget and either reallocates engineering resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Supports the implementation of navigation systems by coordinating daily activities, ensuring team adherence to project schedules, and resolving operational issues. Communicates progress and challenges to higher-level management and contributes insights for continuous improvement. Ensures that navigation systems are reliable, efficient, and meet the needs of the organization. Aligns project goals and expectations and facilitates collaborations to ensures project alignment with organizational objectives. Utilizes the Corporate Work Plan (CWP) toolset in managing the full life-cycle of engineering projects associated with the establishment, modernization, and sustainment of the National Airspace System (NAS) and infrastructure projects from inception through capitalization.
