You will serve as a MANAGER in the Digital Engineering Department of NAVAL SURFACE WARFARE CENTER. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level ND-04 (GS-12/13 equivalent) or pay band in the federal service or equivalent experience in the private or public sector as a professional Engineer overseeing computer, mechanical, or electronic engineering projects to administer, justify or prepare budget executions and provide technical oversight for ship weapons systems modernization activities. You will provide oversight and mentorship of all employees in the branch to ensure technical and career development of branch employees.
You will be giving continuous formal and informal communication to mid and senior-level leaders (up to Flag and Captain level) on technical, programmatic, financial, and administrative efforts.
You will provide oversight and direction of ln-Service Engineering and fleet support functions such as distance and on-site support; modernization; systems engineering; cybersecurity; and Test and Evaluation for weapons systems.
You will apply engineering principals and concepts to manage a Weapon/Combat/Missile system multi-task organization which provides test and evaluation and in-service engineering for various Navy ship classes/platforms.
You will manage a multidisciplinary workforce including engineers, technicians, logisticians, and contractors.
You will formulate proposals for program tasks and negotiate both technical and budget program plans.
You will develop budget requirements, proposals and Work Breakdown Structures (WBS), execute spend plans and monitor financial statuses.
You will develop, execute and manage product delivery schedules to monitor technical performance and analyze new developments.
You will perform various personnel administrative functions to monitor and evaluate performance establish priorities; assign work an advise personnel.
