This position is located in the Space Utilization Planning and Design Section, Facility Services Division, Integrated Support Services Directorate, Chief Operating Officer. The position description number for this position is 337294. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to supervise, plan and execute work through others.** Ability to develop and maintain effective working relationships in overall facilities management.** Knowledge of Facility Services.** Ability to plan and manage projects. Knowledge of the federal procurement policies, financial transfers, and reporting processes. Ability to use innovative thinking and analytical methods to evaluate facility requirements. Ability to communicate effectively other than in writing.
Directs and coordinates the Library's space planning and project management, design, and construction programing. Oversees all interior design work and related projects for the Library's facilities, including furniture and furnishings in accordance with ergonomic standards. Coordinates any and all related engineering, mechanical, electrical, HVAC, and/or environmental activities associated with the Library's facilities. Represents the agency regarding projects with numerous officials, groups, organizations within and outside of the agency, other Federal agencies, and the private sector. Negotiates with the Safety Office, AOC, GSA, other government agencies, and other specialists in planning and carrying out specialized needs relating to Library buildings, maintenance, construction, modification. Serves as primary contact and liaison with project team participants and customer agencies, advising client agencies and contractors of agency policies and requirements applicable to construction and renovation projects. Negotiates and resolves problems raised by contractors or client agencies that affect ongoing projects. Performs contract development and monitoring activities for the Project Management Team. Serves as the COR for major contracts for the Library. Determines whether in-house personnel or contractors will accomplish projects. Responsible for developing statements of work and monitoring contract progress and reviews as well as approving deliverables. Provides contract administration. Supervises employees performing work at the GS-13 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommends personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained in order to comply with the provisions of applicable safety regulations. Develops and implements agency policy governing the activities of the organization, specifically those policies and standards related to the delivery of facility projects and the furniture and furnishing management program, such policy may be of a technical or administrative nature. Directs, manages, and coordinates a variety of analytical and evaluative studies, and projects involving complex systems to ensure achievement of desired objectives related to the management and continuing improvement of the programs, policies, and procedures of the facility design and construction program. Performs a variety of complex and diverse special projects related to the improvement of facility services and operations. Participates in interoffice task forces formed to study and resolve general and specific management and operational problems. Sets priorities based on extensive knowledge of agency programs, policies and procedures, and redirects projects to meet changing deadlines and goals.
