The VA Northeast Ohio Healthcare System is recruiting for a Physician (Psychiatry Service Chief). The Psychiatry Service Chief at VA Northeast Ohio Healthcare System (VANEOHS), provides leadership and oversight for clinical and administrative operations across all Psychiatry Service programs, providers, and sites of care.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Board Certified in Psychiatry (due to academic affiliations and supervision). Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification: (1) If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply. (2) If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position. (3) If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine), then VHA policy requiring board certification will apply. Physical Requirements: This position is primarily sedentary in nature; however, the incumbent may be expected to participate in facility rounds as directed or as becomes necessary in the course of their duties. Clinical programs and services aligned under the Chief, Psychiatry Service include, but are not limited to; suicide prevention, inpatient psychiatric care, Veterans' addiction services, specialized and general pharmacological interventions for psychiatric disorders, psychiatric medical intervention services, consultation/liaison service, mental health case management, and general outpatient mental health services. Duties may include but not be limited to: Maintain authority and responsibility to direct the full range of Psychiatry programs and services across the VANEOHS. Responsible for budget planning and fiscal management of Psychiatry Service. Establish an organizational structure, lines of authority and supervisory controls essential to carrying out the mission of the VANEOHS with efficiency. Responsible for strategic planning for psychiatric services across the system; including development and implementation of policies, procedures, and organizational structures required to optimize Veteran access to quality patient care. Direct professional practice oversight and evaluation processes for credentialed Service personnel with clinical privileges. Maintain responsibility for performance management, provider productivity, and Human Resource and Employee/Labor Relations matters of Psychiatry Service. Act as subject matter expert consultant on a full range of psychiatric behavioral health issues that span Primary Care, Specialty Mental Health Care, Extended Care, Medical/Surgical Services, and Rehabilitation Services. Provide direct supervisory oversight for a team of clinical and administrative staff in the Chief's Office. Serve as a standing member of the Mental Health Integrated Clinical Community (MH-ICC) for VANEOHS and VISN10, and of the VANEOHS Medical Executive Committee (MEC). Play a leadership role in relation to VANEOHS academic affiliations and research, promoting and developing opportunities for staff, disseminating knowledge and research literature relevant to psychiatric practice, and ensuring clinical and operational resources to maintain excellence in training in Psychiatry Service settings (e.g., psychiatry residencies, medical students, psychiatric nurse practitioners, etc.).
