Job Description:

You will serve as a Supervisory Information Technology Specialist for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Field Operations Center West - FOCW in Citrus Heights, California. The employee supervises/directs on site and remote technical staff that fluctuates throughout the year, depending on the workload and disaster activity levels, in the planning, designing, and operation of complex IT systems in a variety of operating environments.
OPM Qualifications Standards (2210 Series Basic Requirements) For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Experience in developing network infrastructure and information analysis techniques; and Utilizing and developing large scale networks and trouble-shooting network issues; and Manipulating IT hardware, software applications, and upgrade configurations; and Exercising knowledge of system analysis and information analysis techniques. Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement: GS-13: Must have held grade GS-12 for 52 weeks You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
As a Supervisory Information Technology Specialist at the GS-2210-13, some of your typical work assignments may include: Translates complex user requirements into technical specifications involving disaster loan and disbursement operations, monitoring high-volume loan processing, managing varying personnel and tracking employees locally and in various remote locations. Serves as the Center's authority and representative regarding IT matters that involve long- and short-range national plans for the technical enhancement of systems. Acts as primary consultant to local department heads on all IT matters. Provides response to disaster activity by deploying technology related equipment and support inhouse and to disaster sites. Ensures Center preparedness by acquiring, maintaining, and supporting response equipment and staff. Sets work standards, performance requirements, and communicates priorities. Revises work schedules to meet changes in production workload and processing time requirements. Performs complex and advanced application studies. Evaluate systems analysis for assigned systems. Performs studies on agency disaster loan making needs and requirements, which become the basis for obtaining and/or developing advanced IT applications to meet such needs as requested. IMPORTANT NOTES: This is a Temporary Promotion position, not to exceed 1 year and may become permanent without further competition.
