Job Description:

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Operations Department (10) of NAVAL SURFACE WARFARE CENTER. Open to applicants at ORG 10, UIC 00164 (includes divisions, branches, and sections). The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000).
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector Providing guidance on staffing and recruitment processes for Human Resources operations (e.g., classification, position management) to maintain compliance with current laws, rules, and regulations for ensuring overall technical or management requirements are met. You will direct the work of lower-level Human Resource Specialists who are involved in performing segments of the overall project task under the lead specialist's cognizance.
You will advise management officials on various types of appointments and their appropriate application in both the Competitive and Excepted services and advise on the procedural and regulatory requirements governing the merit promotion process.
You will develop rating factors and crediting plans for vacancy announcements and use a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning.
You will advise on setting pay, recruitment, relocation and retention incentives, and position career patterns.
You will advise on and recommend classification for non-standard positions, design and conduct training for employees, supervisors, and management personnel, and prepare and brief comprehensive trend analysis and recommendation reports.
You will provide expertise to others within the group and throughout the activity on unique and controversial problems.
You will develop NSWC Crane Instruction and Standard Operating Procedures (SOP) for Command personnel to follow.
You will maintain branch documentation and monitor quality assurance processes for programs under their direct purview.
