** CONTINUED FROM "REQUIREMENTS" SECTION ABOVE ** PHYSICAL FITNESS: Prior to appointment you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties and also pass a medical examination (includes vision, hearing, cardiovascular, & mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. PHYSCIAL EFFICIENCY BATTERY (PEB): Incumbents must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Selectee must be free of any domestic violence convictions. Appointment will be subject to successful completion of background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. FINANCIAL DISCLOSURE: The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. All qualifications must be met by the closing date of this announcement-unless otherwise stated in this vacancy announcement. ** QUALIFICATIONS ** Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify: PRIMARY LAW ENFORCMENT EXPERIENCE - This is a covered secondary/administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. Applicants must have documented experience (at least three years) in a primary law enforcement position in the Federal government, or equivalent experience outside the Federal government which included investigation, apprehension, or detention of individuals suspected of violating criminal laws of the United States. You must CLEARLY document this experience in your resume. LAW ENFORCEMENT COMMISSION: Must currently hold, or have held within the past 3 years, a full (Type I) NPS Law Enforcement Commission or be qualified to receive a full NPS Type I Commission by closing date of this announcement based upon having completed approved NPS training as outlined by policy including: The FLETC Criminal Investigator Training Program, the Natural Resource Police Training (NRPT), Land Management Police Training Program (LMPT), US Park Police Integrated (USPPI), and National Park Ranger Integrated (NPRI). NREMT CERTIFICATION: Must possess or be able to obtain a National Registry Emergency Medical Technician (EMT) certification by entrance on duty date. Applicants must document how they meet this requirement to be considered qualified for this position. DRIVER'S LICENSE: A valid driver's license is required. A Motor Vehicle Operator's License and Driving Record must be submitted when requested (in a State sealed envelope or submitted directly by the State authorities), at incumbent's expense. Includes all certified driving records from all States that disclose all valid driver's licenses current or past. - AND - SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is what equips applicant with the particular knowledge, skills, & abilities needed to successfully perform the duties of this position. Examples of specialized experience may include: Investigating alleged violations of laws or regulations; Collecting and maintaining evidence according to established procedures and professional standards; Collaborating with other law enforcement or emergency response agencies on investigations or emergency incidents; Writing a variety of investigative and/or legal documents; Interpreting or providing guidance to other staff on law enforcement policies, procedures, or techniques; Managing or supervising law enforcement, investigative work, search and rescue work, and/or fire management work in a park, recreation, or conservation area; and/or Managing, supervising, or leading development and implementation of policy related to protection, incident command system, or management of park emergency operations or other similar work. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Serves as the Deputy Chief Ranger within the Division of Resource & Visitor Protection. Supervision and mentorship of field law enforcement staff, both permanent and seasonal. Detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations enacted to insure the protection and safe use of National Park resources. Educate, interpret, and inform visitors about resources, conservation, laws, and regulations. Provide training in law enforcement disciplines, both formal and informal. The primary purpose of this position is to serve as a first level supervisor of commissioned law enforcement positions within Zion National Park. The position also serves as the park's Law Enforcement Specialist with three main functional areas: court liaison and legal subject matter expert, law enforcement training, and law enforcement standards and commission management. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. Please see the "Additional Information" section for more information. PHYSICAL DEMANDS: The work includes long periods of standing, hiking, and climbing in uneven, steep, rough, slippery, and rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical, and related emergency activities. Lifting or carrying equipment weighing over 50 pounds such as firefighting or search and rescue equipment is required. Duties involve performing physically rigorous assignments in isolated outdoor environments while exposed to severe weather conditions. Physical fitness requirements must be met on a continuing basis. There is a physical, mental, and emotional high-stress component to much of the employee's work assignment. The employee will be required to participate in the NPS physical fitness program. WORKING ENVIRONMENT: The employee works in a southern desert park with temperatures ranging from 115+ degrees Fahrenheit in the summer to 0 degrees Fahrenheit in the winter months. Elevation ranges from 4,500 to 8,000 feet. The employee must be able to work under the most stressful of circumstances for long periods of time and be able to assist and coach other personnel to cope with sustained periods of intense stress. Long periods of surveillance work may be required in cramped or unpleasant locations and under stressful conditions. Shift work is often required. Employee is required to operate motor vehicles of various types, fly in small fixed-wing or rotary-wing aircraft, and operate or ride snowmobiles and 4WD vehicles. Law enforcement and other emergency operations will require entry into hazardous environments, exposure to dangerous persona, animals, substances, and potential exposure to infectious diseases. Employee will be required to utilize personal protective equipment pursuant to agency and OSHA guidelines/regulations.
