This position is located within the Visitor and Resource Protection Division at Flagstaff Area National Monuments (Walnut Canyon, Sunset Crater Volcano and Wupatki) and Montezuma Castle/Tuzigoot National Monuments (MOCA/TUZI). FLAG and MOCA/TUZI have entered into a combined Visitor and Resource Protection Division organization.
All qualifications must be met by the closing date of this announcement-06/11/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent, 06/11/2025. This is a covered secondary/administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification 06/11/2025. - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: Investigating alleged violation of laws or regulations for the protection, conservation use, and management of natural and/or cultural resources in park areas or similar operations; collaborating with other law enforcement or emergency response organizations on investigations or emergency incidents; contributing to the development and implementation of law enforcement short and long-range goals and program requirements; and/or writing and validating law enforcement action plans and standard operating procedures. You must include hours per week worked. -OR- EDUCATION: Successful completion of at three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation, such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. This position is duty stationed in Flagstaff, AZ and serves as the GS11 District Ranger/Supervisor, over Walnut Canyon, Sunset Crater Volcano and Wupatki National Monuments. and reports directly to the Chief Ranger. This position will be the primary contact and work directly with the Chief Ranger and Superintendent to achieve Monument goals. This position will directly supervise up to three GS/GL09 Rangers as well as any seasonal and volunteer staff within VRP division. This position is a non-required occupant, home to work vehicle may be authorized if incumbent resides within 20-minute response time. In addition to supervisory duties, the incumbent is required to maintain a National Park Service Type 1 (Full Authority) law enforcement commission. As such, the incumbent and his/her staff are responsible for performing a full range of law enforcement duties as federal officers including detection, investigation, apprehension, detention and prosecution under provisions of applicable laws, rules, regulation enacted to insure the protection and safe use of park resources. The primary duty of this position is to manage and conduct enforcement of the criminal laws of the United States through investigation, apprehension, education, and detention of individuals suspected or convicted of violating these laws. Appropriate enforcement to protect park natural, cultural, historical and human resources constitutes the basic reason for the existence of this position, occupies a substantial portion of the incumbent's working time, and is assigned on a regular and recurring basis Duties include but not limited to: Responsible for the supervision and direction of the VRP personnel involved in law enforcement, emergency medical services (EMS), natural/cultural resource protection, wildland fire management, and search and rescue (SAR). Serves as law enforcement field supervisor to enforce 36 CFR violations, conducts investigations, testifies In court, conducts interviews, works with higher-level investigators, plans and conducts case investigations, acts as liaison with other law enforcement agencies, and ensures all law enforcement activates adhere to all agency and departmental standards. Directs program management of the VRP commissioned staff, through coordination with the Senior Law Enforcement Officer (SLEO), in the development of short and long-range planning, the determination of equipment needs necessary to accomplish VRP operations, and the goals of the Monuments and Superintends. Writes SOPs, Inter/Intra-agency agreements, Compendium and other management documents. Participates in a full range of emergency and visitor services including law enforcement, EMS, wildland fire, and SAR. Interacts with and maintains positive working relationships with cooperating agencies at the local/state/Federal levels, seeks partnerships, and works closely with interdivisional personnel.
