Four years of experience in property management, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR practical experience in all phases of warehousing and distribution methods, property, inventory, stock control procedures and proper disposal methods. Must be skilled in phases of warehouse receiving, storing, and issuing procedures. Knowledge of supply and equipment management processes and related regulations is required to ensure effective accountability utilization, auditing and maintenance of all activity property. Must be able to apply a variety of methods and techniques to analyze the effectiveness and efficiency of these various properties and supply equipment, identify needed remedies or improvements, and devise and implement solutions. Must have the ability to supervise and work with staff, delivering and picking up equipment from the warehouse for each activity. Ability to plan and organize. Knowledge of basic accounting procedures and common safety practices. Ability to communicate effectively orally and in writing. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
This position provides technical and physical assistance in the overall management, inventory and control of property, and equipment for all MCCS activities. Manage the receipt, storage, processing and issuance of supplies, property and equipment for both appropriated fund (APF) and non-appropriated fund (NAF) property, plant accounts and property control and Pre-paid Supply Warehouse and the MCCS File Retention Storage. Responsible Officer (RO) for the operations, maintenance and surveillance from acquisition to disposition, of Base Property Accounts and appointed as the Accountable Property Office (APO) in accordance with MCO 1700.27-V2 to manage routine property control responsibilities that include keeping current, complete, and accurate records of all MCCS property. Responsible for the proper custody, care and safekeeping of MCCS property and keeping accountability of MCCS property throughout its lifecycle. Incumbent will maintain control of all MCCS Fixed Asset Property Capital Expenditure and Consolidated Memorandum Receipt (CMR) which includes the allocation of the plant account and the Marine Corps Marathon property. Responsible for the input and calculation of monthly reports of transfers, surveys, and property acquisitions, and reconciliation of the general ledger with the MCCS Director of Finance. Ensures that the monetary value of Fixed Asset property on hand as well as new equipment received coincide with the master property report and balance with the general ledger, reconciling and reporting discrepancies, Acquisitions and transfers are accurately recorded on the Property Fixed Assets record, assigns control numbers and properly marks and disposes of APF and NAF property in accordance with current regulations. Monitors the excess of surplus property and set aside for donation or transfer to MCCS activities, Bases, or any other eligible Federal Government Agencies. Directs and coordinates the logistical need of property and equipment support for all MCCS activities, battalion's special events and Change of Command. Coordinates the issuing of rental equipment such as tables, chairs, grills and other equipment required for the support of MCCS activities, battalions and events. Investigates cases of loss, damage or destruction of government property and inventory adjustments; prepares reports of finding and makes recommendations. Coordinates inventory schedules and reports past due inventories Coordinates property transportation/Prepare purchase orders/Ensure payment is made in a timely manner and correct activity center and cost center are accurately charged. Responsible for Missions Assurance/EmergencyAct as the MCCS representative at the MCBQ Installation's Mission Assurance Working Group. Act as the Mission Critical Task POC regarding needed updates and ensure approval of updates or no changes by MCCS Director are submitted as required. Act as the POC for Active Shooter and Shelter-in-Place trainings, to include volunteer coordination for exercises, coordination and notification of training, and updating training records for MCCS buildings &/or programs. Act as the Coordinator for the MCCS Emergency Family Assistance Center (EFAC) Plan and EFCA Committee. Act as POC for the submission of the MCCS Program's Continuity of Operations Plan (COOP), ensuring they are updated and submitted. Performs other related duties as assigned.
