Job Description:
This position is located within the Division of Facilities Management, Office of Environmental Health and Engineering with the Indian Health Service. The position is responsible to direct and Area-wide real property program which involves the functions pertaining to the acquisition, management, utilization and disposal of real property and quarter's management. The incumbent is also responsible for development, coordination and implementation of planning and evaluation activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Prepare basic realty actions for review and approval; Perform research and updates on existing realty documents and quarters information i.e., lease renewals, transfers, permits, revocable licenses, quarters agreements; Coordinate records for compliance with established guidelines; Maintain and retrieve information from data systems. Identify, document, arrange for repairs, alterations, improvements, and additional building services at leased space locations. OR 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent). OR Superior Academic Achievement. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Prepare realty documents of moderate difficulty for review and approval i.e, (transfer agreements, new lease requests, property vouchers, quarters policies and procedures); Review staff housing information and provides assistant to tenant managers; Ensure compliance with real property activities. OR Master's degree or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree. GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform site and document reviews/inspections for compliance; Recommend corrective action or changes needed; Identify and prepare appropriate realty documents; Prepares complete packages for submittal including environmental review, legal land descriptions, title status review, and other clearances, to ensure compliance. OR Ph. D or equivalent doctoral degree. OR 3 full years of progressively higher-level graduate education leading to such a degree. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Policies & Procedures: Responsible for maintaining, updating, distributing, interpreting, and implementing real property management policies and procedures impacting the acquisition and disposal of all real property (Government-Owned) within the different Areas. Works with the of Office of Planning, Evaluation and Legislation, the Division of Facilities Management in planning for and acquiring new facilities. Property Management: Accurately identifies and categorizes all assets owned, leased and managed by the Indian Health Service, providing documentation for any changes to the Real Property Inventory. Quarters Management: Responsible for maintaining, updating and implementing the Internet Quarters Management Information System (iQMIS) which involves close coordination with service units to ensure accurate inventories and compliance with OMB Circular A-45, revised. Health System Specialist - Participates in the collection of data and coordination of activities for special projects including cost studies, evaluation activities, congressional inquiries and other related program documents.
