To qualify for a Procurement Analyst your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performing reviews on procurements to determine compliance with procurement regulations, policies, and procedures. Utilizing written and oral communication skills to effectively exchange information with the acquisition workforce and/or management. Providing guidance and expertise to the acquisition workforce and/or management on the interpretation and application of procurement processes and procedures. Resolving issues and recommending improvements to procurement processes Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as a Procurement Analyst responsible for providing customer support and oversight to the Activity's buying offices and/or other stakeholders.
Serves as focal point of contact for analysis, compilation, preparation and timely submission of all acquisition reporting requirements to DLA Headquarters (HQs) and other stakeholders.
Provide guidance and expertise to the acquisition workforce and/or management on the interpretation and application of procurement processes and procedures.
Develops, revises and updates all Provisions, Clauses and Policy changes
Serves as the primary contact for service contracts for Functional Service Managers.
Responds to congressional, Office of the Secretary of Defense (OSD), and/or contractor inquiries concerning DLA Disposition Services contracting. Performs analyses necessary to accurately and completely respond to these inquiries.
Develops guidance to correct operational problems identified by such queries.
Analyzes congressional, OSD, Inspector General, General Accounting Office, agency, internal reports, comments, and recommendations, as well as customer and contractor complaints, to determine whether policy or procedural changes are necessary.
Makes recommendations as to the changes which should be made and assists in the development and implementation of the resulting changes.
