This position is located in the Strategic Planning & Performance Directorate, Office of The Librarian. The position description number for this position is 459460. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of research and analytical techniques and best practices used to establish and execute an effective performance management system to assess program performance to established goals.** Ability to plan and manage organizational planning and performance management activities.** Ability to communicate in writing. The position is a Management and Program Analyst and reports to the Director, SPPM. The incumbent is responsible for contributing to Library-wide strategic planning, annual planning, program performance, and risk management processes (Planning/Performance/Risk), all of which support senior executive decision making, program development, risk management, budget development, and program performance assessment at all levels of the organization. The incumbent supports central Planning/Performance/Risk processes and activities, performs research and analysis under the direction of senior SPPM staff, supports special projects, contributes to draft reports and briefings, prepares correspondence, and provides support to persons and/or groups within the organization. The incumbent supports central components of Library-wide Planning/Performance/Risk activities, including short and longer-term plan development, tracking performance measures and targets, generating quarterly and end-of-year performance reporting, and risk register management and risk monitoring. Contributes to the development of written guidance and collaborates in the delivery of training on organizational performance management, including best practices in quantitative and qualitative performance measurement and data collection, analysis, and visualization. Collaborates with the planning and risk leads on their work helping agency executives develop strategic and unit-level plans, performance goals, targets, and key performance indicators. Supports the tracking of the agency’s strategic goals and objectives and service unit performance goals and risks. Documents the reporting of program performance management results to senior leadership. Supports periodic performance meetings to determine whether the organization is meeting its goals and identifies areas where operational efficiency can be enhanced. Supports units in the identification, assessment, and mitigation for goal and business process-related risks and prepares status updates and briefs senior management on the agency risk profile. Supports research and analysis of program data in support of the strategic, directional, and annual planning processes (performance management and risk management). Collaborates in the development and/or refines procedures and systems for establishing, operating, and assessing the effectiveness of Planning/Performance/Risk management processes. Provides input into the improvement of processes and systems that provide a governance model for Library-wide resource decisions. The incumbent documents the development of the Library’s Strategic Plan and performance and risk reports and contributes to the analysis of that information. Coordinates with the agency PM and Risk program leads and supports the agency’s capture, reporting, and analysis of statistical data, including performance target and key performance indicator data, related to agency programs and operations. Contributes to executive-level progress reviews using data, analysis, and evaluations. Using data-based analysis methods, collaborates with the SPPM and agency management and program analysts to identify best practices in assessment of program effectiveness. Contributes to oversight of the execution of Library programs that are broad in scope and mission. Contributes interpretations of performance and risk data to identify trends in program execution. Researches and recommends data-based assessment plans and/or research methodologies that include guidance on the performance and/or risk data to be collected and analyzed. The incumbent serves as a liaison with key persons and groups inside and outside the Library, working with data architects, scientists, and analysts across the agency in the exchange and analysis of program and operational data and the support or maintenance of performance of performance reports including dashboards. In consultation with senior SPPM analysts and other program and management analysts at the Library, supports the implementation or refinement of procedures and systems for assessing the effectiveness of administrative systems, such as, those designed to prevent waste, loss, unauthorized use, or misappropriation of assets. Contributes to special projects and supports senior analysts in conducting and participating in complex management studies and reviews. Carries out project duties as assigned. Uses qualitative and quantitative methods appropriate to the subject under examination. Under guidance, gathers necessary data and assembles and analyzes information gathered; drafts reports and compiles information for management as needed. Presents results in writing and orally, both of which are well-organized, supportable, and clearly expressed.
