To qualify for a Human Resources Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Providing technical and administrative guidance on all aspects of Senior Executive Service (SES) Federal Human Resources (HR) services. - Analyzing and evaluating Federal civilian HR policy and procedures to identify issues and provide solutions. - Providing direction and guidance in the Federal civilian HR areas of staffing, performance management, pay administration, and/or work-life programs and other HR management functions for the SES program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as a principal staff advisor to the Director, J1, Defense Logistics Agency (DLA), as the DLA Senior Executive Service (SES) Program Manager.
Provides full range of HR services to all Senior Executive Service members within the agency/serviced orgs to include, but not limited to, recruitment, classification, manpower mgmt, employee relations, talent management and executive development.
Advises the J1 Director on new developments and initiatives within this area and responds to all HR needs for SES serviced population.
Conducts and oversees high-level studies, projects, advice, and support involving critical and time-sensitive strategic and operational matters applicable to human resource programs and operations.
Performs a variety of complex program assignments involving all aspects of Human Resource Management and workforce and development.
Anticipates program challenges; identifies applicable program, policy, and procedural areas of concern; and develops solutions to best support DLA’s strategic planning efforts.
Develops and implements strategies to maintain program visibility and increase awareness at all levels.
