Job Description:

As Supervisory Information Technology Specialist in the Office of Information Technology's Information Protection Division (IPD), you will serve as senior technical advisor to the Agency on all matters related to information technology (IT) security, privacy, and compliance. IPD encompasses strategic and operational planning; security control and standards development and implementation; resource management; capital planning and investment; privacy program management; and information management.
You may qualify at the VH-41 (GS-15) band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. You must have IT-related experience demonstrating each of the four competencies listed below:. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements and submit all required supporting documentation by the closing date of this announcement. Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Supervises a staff of Information Technology Specialists in ensuring that OIT programs and directives are aligned with Federal technology requirements, agency goals, and cybersecurity best practices. Develops annual budget requirements that provide resources necessary to accomplish the goals and objectives of the Agency as identified in the IRM Plan and OIT Service Level Agreement. Partners with FCA leadership to develop the vision and lead a dynamic enterprise IT program in support of the agency's mission. Directing the planning, development, implementation, and maintenance of programs, standards, procedures, and operations to protect the integrity and confidentiality of systems, networks, and data. Audit, monitor, and enforce information technology security policies, procedures, and controls and direct the implementation and maintenance of the agency information security program. Developing, implementing and managing appropriate capital planning and investment controls program (CPIC) to establish an IT investment portfolio, built on effective business cases and sound business processes, that supports the FCA mission and results in effective budget submissions and justifications
