The Office of Justice Services (OJS), within the Bureau of Indian Affairs (BIA), is searching for an individual to serve as a Supervisory Criminal Investigator (Special Agent in Charge) for the District IV Headquarters. GS-14 To qualify for the GS-14 grade level, you must have at least one year specialized experience at the GS-13 level performing all of the following: managing and supervising uniformed police and criminal investigators involved with operations; planning, organizing, and administering activities for a law enforcement organization to include management of human and financial resources; representing an organization among different jurisdictions; and formulating and revising law enforcement policies and guidelines. FIREARM REQUIREMENT - This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U.S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. MEDICAL REQUIREMENTS - The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. SUITABILITY, CLEARANCE & REQUIREMENTS - A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. DRIVING RECORD REQUIREMENT - Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties; therefore, a valid driver's license is required. Incumbent must have a safe driving record within the four-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs. RESIDENCY REQUIREMENT: Upon selection, employees holding a sworn law enforcement position must reside within 50 miles of their duty station unless a waiver is approved by the OJS Director or Assistant Director. A failure to comply may result in removal from a sworn law enforcement position. NOTE: If you have previous law enforcement (LE) Federal experience, you must enter the number of MONTHS when you respond to the questionnaire. For example: If you have 5 years of LE, you must enter 60 months, 4 years would be 48 months, etc. Otherwise, the system may screen you out. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Directs and supervises a staff of criminal investigators engaged in the investigation of complex criminal matters, involving multiple states and jurisdictions.
Monitors and directs wide ranging, controversial investigations that involve undercover work and have national implications.
Develops, recommends, and implements policies, procedures, and long and short range goals to plan and carry out the Agency’s responsibilities.
Manages and provides oversight to the Intelligence Program consisting of analysts who collect, decipher, and disseminate data.
Supervises and provides oversight to the Victim/Witness Program which provides services and resources to victims and witnesses impacted by crimes in Indian country.
Develops and maintains effective working relationships with law enforcement and intelligence agencies, serving as the liaison and coordinator to external contacts on issues related to Indian country law enforcement.
