Job Description:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff.
Qualifications: Experience and/or Education Requirements: · Bachelor’s degree required (Accounting, Finance, Business Administration preferred) · A minimum of 5 - 7 years of progressive supervisory/managerial experience. · A minimum of 7 years of extensive experience in asset and inventory management operations environment and/or financial accounting in the government and/or private sector. Knowledge, Skill, and Ability (KSA) and Competency Requirements: · Ability to lead/manage cross functional or inter-disciplinary employee work teams, and delegate, direct, and coordinate workload within an organization. · Knowledge of Federal financial accounting standards, principles, concepts, laws, rules, regulations, and resolutions affecting the financial management of the House (e.g., U.S. Generally Accepted Accounting Principles). · Knowledge of contracts and statements of work. · Knowledge of internal controls, financial accountability, inventory/data reconciliation, and financial reporting. · Knowledge of asset capitalization. · Ability to maintain complex financial records, reconcile accounting information, and prepare various financial reports. · Ability to appropriately manage and allocate resources. · Knowledge of/ability to work with various automated systems/software, including Microsoft Office Suite, financial systems, and state of the art accounting, asset, and inventory management software programs (e.g., PeopleSoft). · Ability to analyze data. · Ability to ensure quality control. · Knowledge of data and inventory management best practices and the ability to implement that knowledge. · Knowledge of project management best practices and the ability to implement that knowledge. · Skill in organization, analysis, and problem-solving. · Ability to communicate effectively, both verbally and in writing. · Ability to work collaboratively and demonstrate interpersonal, consultative, and presentation skills. · Ability to manage deadline pressures and multiple challenging assignments simultaneously in a fast-paced work environment. · Ability to manage highly confidential and sensitive information appropriately. · All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Knowledge of Relevant Policies, Procedures, and Processes, Priority Management, and Problem Resolution. · All employees in leadership positions within CAO are expected to demonstrate the following leadership competencies: Coalition Building, Decision-Making, Leading People, Results Orientation, and Strategic Planning. · Must be able to secure and maintain Federal Government Public Trust level of investigation as deemed appropriate by senior management. *Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel. This position is located in the Finance Immediate Office, Office of Finance, Office of the CAO, U.S. House of Representatives (House). The Office of Finance provides important financial services to the entire House community, including administration of payroll and benefits, guidance on official expenses and processing of reimbursement vouchers in accordance with House rules and regulations, budget formulation and execution, general accounting and financial reporting, and asset management activities. The Finance Immediate Office administers services related to financial operations in support of the Office of Finance staff and its operations. This position serves as the Director, Asset Management and plans, directs, and coordinates the activities of the Asset Management Department in coordination with L&S Operations and Inventory. The Asset Management Department is responsible for managing all accountable equipment assets with the House, including receiving, transferring, inventorying, and disposing of equipment. The position has day-to-day supervisory/managerial responsibilities. Primary Duties/Responsibilities: • Directs and coordinates all aspects of asset management and control operations for the House in an efficient and effective manner that results in providing consistent and relevant financial information to stakeholders and customers • Provides financial leadership, strategic advice, and guidance to the asset management team; promotes effective financial management and internal controls • Ensures asset transactions related to purchasing, work in process, depreciation, transfers, and disposals are recorded accurately and timely in accordance with House policies and procedures, U.S. Generally Accepted Accounting Principles (GAAP) as issued by the Federal Accounting Standards Advisory Board, and service level agreements • Oversees number assignment and tagging of assets to ensure items are traceable from receipt to delivery to the appropriate location • Partners with Accounting to ensure analysis, reconciliation, and validation of asset management system and general ledger accounts and data; reviews variances to identify material changes due to accounting errors, change in accounting practices, and significant changes in operations • Ensures assets are being capitalized or expensed in accordance with House capitalization, accountable asset policies, and applicable accounting standards; reviews threshold values periodically • Develops yearly fiscal budget that addresses the needs of the Asset Management Department currently and in the out years to include equipment, contractor support, supplies and materials, training, and service budgets; ensures budgets address all requirements and are monitored, tracked, and executed as planned • Demonstrates a thorough understanding of relevant laws, rules, and regulations; ensures compliance and provides guidance to others as needed • Manages the evaluation, assessment, planning, and scheduling of requests to ensure the proper resources are allocated to support request completion; tracks and monitors progress to ensure activities are on target according to schedule and resources • Oversees the preparation of monthly, quarterly, annual, or periodic asset and inventory reports • Assesses the efficiency and effectiveness of asset management processes to streamline workflow through maximizing system effectiveness and technology. Reviews and analyzes reports documenting trends and financial and operational performance to manage asset management operations and staff for achievement of optimum performance; identifies gaps and implements changes as needed • Monitors and enforces policies and procedures; provides authoritative guidance and technical advice to staff and stakeholders • Leads managers and front-line staff in delivering excellent customer service; ensures the availability of support services and provision of accurate and timely information • Develops goals that are aligned with overall organizational goals; ensures achievement of goals is designed toward staff continuous improvement and best practices • Works with the General Services Administration (GSA) to ensure District Office inventories are accurate • Leads and promotes environment of coaching, teamwork, creative thinking, and support • Encourages and assists employees to reach their full potential, establishing and prioritizing professional development plans, goals, and objectives • Performs other official duties and special projects as assigned
