This National Guard position is for a SUPERVISORY PRODUCTION CONTROLLER (AIRCRAFT) (TITLE 32), Position Description Number D2504000 and is part of the FL 125th FW, National Guard.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADE(S): Officer/Enlisted; E7 thru O4 Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $10,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus. GENERAL EXPERIENCE: Must have experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity. SPECIALIZED EXPERIENCE: GS11 Must have at least 1-year equivalent to at next lower grade level; experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time, materials consumed, etc; experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc; experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.
As a Supervisory Production Controller (Aircraft), GS-1152-11, you will develop, interpret, and provide program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interprets command aircraft assignment configuration and reporting policy and informs appropriate Wing personnel of requirements and provides sufficient follow-up to ensure compliance. Creates functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Develops, recommends, and reviews new or supplemental draft maintenance procedures and instructions applicable to aircraft maintenance missions. Manages the maintenance training program and implements policies to ensure maintenance personnel are properly trained to fulfill mission requirements. Evaluates the overall structure of maintenance organizations, identifying program deficiencies and areas for improvement. Prepares and presents summaries/briefings on maintenance manpower levels and any impact on readiness. Provides recommendations to accommodate shortfalls. Reviews and coordinates maintenance personnel and position change requests.
