The Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings (HOB) is seeking a Human Capital Program Specialist to serve as a resource, consultant and advisor to employees, supervisors, and management officials on Human Capital activities and functions within the Jurisdiction.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience for this position includes: Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Applying HR concepts, principles, policies, and regulations in providing analysis, interpretation, application, and modification of HR policies and programs. The individual selected for this position will serve as a resource, consultant, and advisor to Employees, Supervisors, and Management officials on human capital activities and functions within the jurisdiction. Key Responsibilities: Human Capital Coordination Serving as the key point of contact to ensure that Human Capital policies, processes, procedures and initiatives are implemented in the jurisdiction. Providing extraordinary customer service to all stakeholders. Researching, analyzing, and performing various Human Capital activities for the purpose of processing various types of personnel actions (career ladders, separations, reassignments, realignments). Responding to inquiries from applicant regarding the application process. Arranging interviews for applicants being considered. Conducting reference checks utilizing best practices. Assisting in conducting outreach and recruitment to attract applicants for vacancy announcements and for temporary projects. Conducting positive human capital interventions. Recommends hiring flexibilities and retention strategies to reduce turnover and maintain a high-quality workforce. Advising top management on training solutions to improve employee retention and ensure the right mix of skills to address current and emerging mission requirements. Ensuring that effective diversity management strategies are in place to provide accountability, fairness and foster an inclusive workforce. Preparing and contribute to reports and other presentations on program planning and evaluations. Human Capital Liaison Activities Serving as coordinator for office programs such as training, travel and transit subsidy. Updating and preparing periodic reports. Notifying Supervisors of mandatory requirements for employees requiring certification or recertification. Maintaining records of training for employees. Publishing training calendar of upcoming courses and notifies employees and their supervisors of upcoming schedules of training. Coordinating with the Human Resources Management Division to attain information for AOC wide programs. Serving as a lead on all Performance Management and Training and Development related activities, including but not limited to ensuring HOB achieves 100% compliance with performance-related timelines on annual rating of records and mid-year reviews. Facilitating the resolution of rating of records disputes in conjunction with the ombudsman office, HCMD or DI/DR. Assisting the supervisory team with effective rating of record processes, goal setting, IDP establishment and performance improvement plans as required by policy. Serving as a customer service representative to Supervisors and Employees and liaison for human capital concerns. Assisting with personnel actions required for recruitment, placement and separations. Provides guidance to employees on benefits and retirement information. Designing, developing and carries outreach efforts to establish and maintain effective working relationships with HCMD and CFO, and AOC senior management staff. Establishing and maintaining close and cooperative working relationships with management officials to advance the programs and objectives of the Jurisdiction. Communicating with the management team on the status of different work activities and efforts. General Office Support Duties Performing a variety of general office support services including typing, filing, record keeping, and data entry. On an as-needed basis, receives visitors to the Superintendent’s Office. Answers their questions or directs them to the appropriate person to obtain the requested information. Screening all calls and visitors, referring them to staff when appropriate while answering questions and completing business involving established policy or routine matters without referring people to the supervisor. The ideal candidate for this position is knowledgeable of compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations.
