Job Description:

The San Diego VA Healthcare System is currently recruiting to fill a detail for a Chief Supply Chain Officer located in San Diego, CA. The incumbent is the senior supply chain management officer with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors. **Detail NTE 120 days, but may be extended** Duties include but are not limited to: Serves as the senior logistics management officer for the San Diego VA Health Care System. Integrates operations for acquisition and procurement of complex healthcare resources that involve planning. Oversees, guides, manages and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Directs supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in the San Diego VA Health Care System. Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy. Develops performance measurement/management of all aforementioned (including statistical analysis, workload projections and process management Establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management. Ensures agency and industry best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices Establishes, maintains and promotes San Diego VA Health Care System and supported catchment area logistics personnel training and professional development programs, which are integral to success of logistics program. Advises MCD of equipment on hand and equipment readiness issues which have a direct impact on patient care. Utilizes comprehensive knowledge of all types of discretionary or capitalized high technology equipment.
