This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13-14 You will serve as a TEAM LEADER in the Contracting Division of CARDEROCK DIV NS. Salary Ranges: Chesapeake $106,950 - $164,296 Carderock, $120,579 - $185,234 Philadelphia $116,123 - $178,388 Bangor $118,446 - $181,956 Bayview $105,932 - $162,733 Ft. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Contract Specialist analyzing contracting requirements to resolve issues and provide technical guidance on contract administration and Federal contract laws, regulations, and policies for a federal agency or command. You will provide acquisition guidance to Senior Contract Specialist(s), Contract Specialist(s), and/or customer(s) as well as review contract packages.
You will review work in a manner consistent with the employee’s career level and regulatory requirements for higher authority approvals.
You will review work products for the development of facts, soundness of judgment, and adequacy of analysis as well as to ensure compliance with statutes, procedures, regulations, and policy.
You will serve as advisor in procurement planning meetings for acquisitions assigned to team members.
You will support a team in the development of procurement objective.
You will plan and coordinate strategy with team members to develop the negotiation objectives for the Government’s technical and cost/price position.
You will have authority and responsibility for issuing solicitations, entering into and signing contracts, contract modifications, terminations.
You will prepare detailed analyses of all elements of cost in contractor proposals and prepares competitive range determinations.
You will support a team in preparing for proposal conferences and attends conference with prospective contractor(s).
You will propose new or innovative contracting approaches to the team to arrive at an equitable contract arrangement.
