THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Construction and Facilities Management Office (CFMO), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of planning, programming, real property, and master planning concepts and procedures; knowledge of architectural design and building construction to include site evaluation, building design, construction documents and building construction methods and details; knowledge of engineering principles; and the ability to rapidly master new concepts crossing standard disciplinary lines. Knowledge of Federal, state, and local government statutes, regulations, procedures, and policies to determine special requirements relating to acquisition, management, and disposal transactions of real property. Ability to oversee the development of long and short term plans for transactions within the state, with encumbrances involving environmental issues or other complicating factors. Knowledge of various A&E disciplines sufficient to apply a broad range of engineering techniques to plan, program and estimate individual projects; and develop coordinate, evaluate, review and update a variety of construction programs/projects. Knowledge of the state facility inventory sufficient to complete planning and programming responsibilities and influence decisions to the most efficient, economic, and safe approach possible. Ability to adapt standard practices and apply innovative techniques in the development of plans and programs for the use and functional layout of facilities. Knowledge of engineering fields such as civil, mechanical, electrical, and architectural to achieve adequate planning for facility development and conceptualizing plans and designs for projects. Knowledge of the missions and requirements of all ARNG major subordinate commands and directorates within the state. Knowledge of NGB and state project funding policies and construction criteria. Knowledge of web publishing methods, Geographic Information Systems used for the display of facilities layers and data within an Enterprise GIS, and Document Management systems is required COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Officer: O1 through O2 UNIT OF ASSIGNMENT: Any unit within state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
JOB SUMMARY: The primary purpose of this position is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR). The incumbent provides supervision, subordinate guidance and team leadership to NDS (Non-Dual Status), DS (Dual Status), and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish facilities engineering and management program functions in support of programs essential to state ARNG daily operations, training, and readiness missions. Fosters and environment conducive to teaming among service providers and customers to meet state ARNG requirements. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Serves as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state. Serves as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state. Oversees management of all ARNG real property. Oversees development, maintenance and update of ARNG Energy Programs. Executes functions in the absence of the CFMO.
