Job Description:

Serves as an IT Specialist (PLCYPLN) in the MIS Department of the Hale Koa Hotel. 2025 Cost of Living Allowance (COLA) for Honolulu, HI is 8.64%. This position will remain open until filled with a first cutoff date of 23 June 2025 for employment consideration. Additional lists will be pulled at the request of the hiring manager. Local candidates will be reviewed first as PCS is not authorized. If determined that area of consideration is to be expanded, all candidates will be considered.
Experience, education and/or specialized training sufficient to demonstrate a mastery of and skill in applying: - IT theories, principles, concepts, standards, and methods; - IT policy and planning concepts and practices; - Interrelationships of multiple IT disciplines; - Methods, approaches, and practices for managing communities of interest involved in development and implementation of IT architectures, investment planning, e-government, and other IT related legislative and policy initiatives. - Experience in Risk Management Framework ONLY THOSE CANDIDATES MEETING HIGHLY-QUALIFYING CRITERIA WILL BE INITIALLY REFERRED. IF MANAGEMENT DOES NOT SELECT A HIGHLY-QUALIFIED CANDIDATE, THEY MAY REQUEST AN ADDITIONAL REFERRAL INCLUDING ALL QUALIFIED APPLICANTS. HIGHLY QUALIFIED CRITERIA FOR THIS POSITION ARE: - Experience creating and maintaining information system record artifacts. - Customer service/support experience. - Experience in a technical capacity as a network or systems administrator/engineer. - Experience in IT procurement, preparing IT capital & operating financial budgets.
Applies advanced IT principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Creates and maintains information system record artifacts. Acts as liaison for Risk Management Framework updates and amendments across the installation or enterprise. Develops and interprets policies, procedures, and strategies governing the planning and delivery of IT services throughout the organization. Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Applies planning regulations, laws, and policies to the organization's business requirements. Develops performance management plans and performance measurement methods and tools. Applies methods for identifying and resolving IT workforce issues. Develops goals and objectives to support the organization's Information Technology Strategic Plan. Prepares the budget submission in support of the IT Capital Plan. Lead development of an enterprise IT modernization plan. Using knowledge of the interrelationships of multiple IT disciplines, advises senior management and other senior IT professionals on solutions to a wide range of IT issues. At the most senior level, serves as the senior expert or consultant to top agency management officials. Responsible for developing and implementing information security and information assurance policies, principles, and practices.
