Job Description:

This position is located with the Office of Information Technology (OIT), Division of Data Management & Analytics (DDMA). The purpose of this position is to serve as a software project architect and application engineer, specializing in database administration, data migration development, and structured query language (SQL) coding to support mixed software development lifecycle methodologies. The incumbent reports to the Supervisory Information Technology (I/T) Specialist or designee.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develop complex processes to interrogate and parse simple to complex data sources (Health Level 7 (HL7) files, flat files (comma separated value, delimited) and database structures). Develop Extract Transform Load/Extract Load Transform (ETL/ELT) processes leveraging complex Structured Query Language (SQL) to parse and apply business rules as data transmission formats dictate. Develop and maintain KORN SHELL scripts, in addition to development of Microsoft SQL Server Reporting Service (SSRS) and SQL Server Integration Services (SSIS) jobs and processes. Design, development, test and maintain reporting solutions using SQL, Java/Java 2 Platform, Enterprise Edition (J2EE), Python, or comparable supported programming language to generate enterprise reports and/or develop scripts/scripting language to harvest and ingest data. NOTE: Your resume must demonstrate all specialized experience listed above. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Conduct analysis against the data definitions and identify requirements to support the data architecture definition. Map data requirements to enterprise data models (conceptual or logical) to support the physical data architecture. Determine the appropriate physical data model based on the requirement and business process. Data Governance, Architecture and Analysis Conduct requirement analysis, define specifications, translate and architect functional requirements into technical and programming specifications in support of business intelligence (BI), reporting and analytic project initiatives both independently and as a team member. Design, develop, and maintain data structures, data harvesting, and migration processes and queries to satisfy enterprise reporting requirements. Evaluate, design, test, program, verify and validate, implement, support and maintain and or modify BI solutions reporting tools for both new and existing data domains (clinical, financial, administrative, engineering) within the enterprise data warehouse environment. Review and direct the design, development, documentation, and customization of data structures to support the persistence of mission critical population health and patient care management information. Regulatory Control and Compliance Analysis Review and evaluate technology trends in software application development in support of current or future DDMA reporting requirements. Formulate and recommend approaches for incorporating new approaches and state-of-the-art I/T processes into the DDMA/National Patient Information Reporting System (NPIRS) Enterprise Data Management ecosystem. May perform as a contractor technical monitor during the post-award administration of assigned contract(s) to monitor the contractor's technical progress and task orders as a representative of the program office, under delegated authority. Write statements of work (SOW) for contract support activities.
