The incumbent manages the Veteran Transportation program at the Edward Hines Jr., VAMC by planning, developing, evaluating, and directing key administrative activities related to the transportation system for Veterans. Incumbent works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, and Rehabilitation.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements: Must have one of the following: Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR, Experience: Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. GS-11 Grade Requirements: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical aspects of the services provided in Veteran Transportation Program. Is the on-site subject matter expert on VA ride scheduling software and applications within the VTS Program, routinely performing tasks in the system to generate reports and assisting staff in resolving technical problems. Has a broad knowledge of a wide variety of principles, concepts, methods, and techniques of the medical field to analyze, evaluate, and provide advice on difficult and complex problems and issues. Has a broad knowledge of Mobility Management and successfully complete the Rutgers University Mobility Manager training provided. Knowledgeable of the Beneficiary Travel Behavioral Tools/Audit policy and process as well as Special Mode criteria and application. Knowledgeable of the Americans with Disabilities Act (ADA) requirements. Reports to the Associate Director and functions with great independence and remote oversight. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and higher graduate education as described above. The primary purpose of this position is to manage the Medical Center Veteran Transportation Program and service. This may be accomplished by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to the transportation system for rural/remote Veterans eligible for travel. The incumbent works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, and Rehabilitation. The incumbent develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Formulates, interprets, and implements VHA Chief Business Office VTS and Medical Center policies and procedures pertaining to transportation among the multiple programs at the Edward Hines Jr., VA Medical Center. The position acts as he Subject Matter Expert advisor to Senior Medical Center Executive Leadership and managers and the Veterans Transportation Program regarding VHA directives, policy, Medical Center Memorandums and Standard Operating Procedures to assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the programs measuring outcome of services provided by reviewing and analyzing data, making recommendations for improved transportation efficiencies and effectiveness, reviewing patient satisfaction surveys, performance measures and operational costs. The position assures and manages all patient transportation matters at the Medical Center or VISN level to ensure policy and protocols are routinely followed. The incumbent participates in all mandatory CBO VTS trainings, meetings, conference calls, Program Reviews, VISN and Medical Center VTS Board Meetings, community transportation meetings with State/regional/local transportation coordination organizations and other activities as he/she determine appropriate. The incumbent provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOU's) for collaborative relationships with local/regional recipients of the Veterans Transportation/ Community Living Initiative (VT/CLI) grants managed by the Federal Transportation Agency. The incumbent is responsible for the operation of the Medical Center Veteran Transportation Program and acts as a senior advisor to Medical Center Executive staff. The incumbent assures that the Medical Center patient transportation program: - Supports and assistances in the analysis and development of policy, Legislation and research and performs the following specific functions. - Develops management plans, procedures, and methodology. - Conducts complex and special studies for efficiency and productivity and recommends changes and improvements in work methods and procedures. - Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. - Analyzes and evaluates Transportation functions and activities being considered for conversion to contract operations. - Identifies resources (funding, equipment, facilities) required to support varied level of program operations. - Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required. - Defines, plans, develops, and implements controls and procedures for the organizations in Headquarters and the Field structures. - Performs extensive and in-depth reviews for a more efficient and effective mission and function. - Develops and implements management procedures and policies. - Conducts special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations. - Prepares oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed; provides staff level with formal presentations. - Prepares replies to inquiries from Members of Congress, other Government agencies, Field Offices. - Contractors and the general public on very complex and substantive questions relating to Transportation operations and management. - Represents the office, as needed, in meetings, workshops and conferences. - Performs other related duties as assigned.
