THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D270200A and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement.
APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 193rd AOG AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: ENLISTED: E4 - E7 Supervisor for this position is SMSgt Urey Manpower #01055146 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: - All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: GS-07 - Applicant must indicate at least 12 months experience in conducting or developing education and training programs, conducting, supervising, or developing education or training programs. Possess basic understanding in the Army or Air Force education and training policy requirements. GS-09 - Applicant must indicate at least 24 months experience that demonstrates the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Have basic knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units. Experience in conducting or developing education and training programs. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. As a Training Technician, GS-1702-07, you will manage the unit On-the-Job Training (OJT) program. Manage unit formal training program by providing duty sections with guidance on all aspects of formal training. Manage the ancillary training program (ATP). Integrate training needs and priorities into the unit's planning and decision-making. Serve as the unit's liaison for external training opportunities and resources. Perform other duties as assigned. As a TRAINING SPECIALIST, GS-1702-07/09, you will verify member eligibility, course availability, and validate school orders, travel orders, PCS procedures, and pre-requisites are properly complied with in-accordance with National Guard Bureau (NGB) guidance. Manage formal schools training budget, to include all formal schools and Mission Essential Skills Training (MEST). Assist in all aspects of Education, Training and Distance Learning Programs. Provide education and training advisory services to commanders and staff on all education and training programs. Assist with the development of education and training instructional products. Perform other duties as assigned.
